June 27, 2023 <br /> <br /> <br /> Mr. Moody voiced his concern with the inconsistencies in determining what section of <br />sewer lines are the responsibility of the citizen and/or the City. Mr. Moody also noted <br />the meaningful differences of the distance that one citizen may be responsible for <br />maintaining the sewer line, within the same neighborhood and asked that Interim City <br />Manager Terry report back on this issue. <br /> <br /> <br /> Dr. Whitaker asked that Interim City Manager Terry include the City offering free tree <br />removal as a service to its citizens in her report back on trash removal. <br /> <br /> <br /> Dr. Whitaker asked for a consensus of City Council to have City Attorney Graham- <br />Williams provide amended language that aligns with Robert’s Rules of Order <br />regarding the removal of City Councilmembers and/or citizens to be placed on the <br />upcoming agenda for City Council consideration. <br /> <br /> <br /> Mr. Barnes raised a point of order that the Chair recognize the consensus requested <br />by Councilman Whitaker to have City Attorney Graham-Williams provide amended <br />language that aligns with Robert’s Rules of Order regarding the removal of City <br />Councilmembers and/or citizens to be placed on the upcoming agenda for City Council <br />consideration. <br /> <br /> <br /> Mayor Glover ruled that the point of order raised by Councilman Barnes would not be <br />recognized. <br /> <br /> <br /> Mr. Barnes appealed the ruling of the Chair, and the ruling of the Chair was overturned <br />by the following vote: <br /> <br />Ayes: Barnes, Lucas-Burke, Tillage, Whitaker <br />Nays: Hugel, Moody, Glover <br /> <br /> <br /> There was general discussion and agreement on reviewing the Council Rules at future <br />work sessions, and Dr. Whitaker asked for a consensus of City Council to have the <br />next Work Session include a discussion of language to be drafted by the City Attorney <br />regarding the process for removal of Councilmembers from the Chamber, and was <br />adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> <br /> Mayor Glover spoke on the involvement of college students as part of the Multi Agency <br />Craft Conference. <br /> <br />23 - 226 - Report on Pending Items <br /> <br /> <br /> There were no pending items. <br /> <br />23 - 227 - Non-Agenda Speakers <br /> <br />1. Shirley Pettiford-Cherry, 949 Vermont Avenue, voiced her concern with the lack of <br />support from the City after witnessing a shooting in front of her daycare and asked for <br />help to deal with trauma. <br /> <br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, cleared up a misunderstanding about the <br />organization he established and its purpose. <br /> <br />3. Rosalind Hutton, 850 Crawford Parkway, voiced her concern with deplorable <br />conditions of some of the properties in Sugar Hill. She also asked that City Council <br />return Sugar Hill properties to the rightful owners. <br /> <br />4. William Britt, 510 Moonlit Avenue, voiced his concern with the crime in the City. <br /> <br /> <br /> <br /> <br /> <br /> <br />
