June 27, 2023 <br /> <br />“ORDINANCE AMENDING AND RE-ORDAINING SECTIONS 9-2 (PERMISSIBLE <br />PLACES OF BURIAL) AND 9-26 (BURIAL GROUNDS, CITY CEMETERIES <br />DESIGNATED) AND SUBSECTION 9-29(A) (PERPETUAL CARE OF CITY <br />CEMETERIES; CEMETERY TRUST FUND) OF ARTICLES I AND II OF CHAPTER 9 <br />OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA FOR THE PURPOSE OF <br />DESIGNATING LINCOLN MEMORIAL CEMETERY AS A CITY CEMETERY. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 221 - Adoption of an ordinance accepting Federal Asset Forfeiture Funds in the <br />amount of $285,044 received from the United States Drug Enforcement <br />Administration and appropriating said amount in the FY 2023 Asset Forfeiture Fund <br />for use by the Portsmouth Sheriff’s Office, Portsmouth Commonwealth Attorney’s <br />Office, and Portsmouth Police Department. <br /> <br />Background: <br /> <br /> <br /> The city has received Federal Asset Forfeiture Funds from the DEA. <br /> <br />Discussion: <br /> <br /> The funds allow the Sheriff's Office, Commonwealth’s Attorney, and Police <br />Department to purchase law enforcement equipment, donate funds to the Drug Court, <br />make improvements to the Jail, purchase computer equipment, purchase anti-drug <br />coloring books and crayons for school kids, and other items necessary within the <br /> <br />guidelines set forth in the DOJ Equitable Sharing Guide. <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Staff Recommends: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the necessary budgetary adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Hugel, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FEDERAL ASSET FORFEITURE FUNDS IN THE <br />AMOUNT OF $285,044 RECEIVED FROM THE UNITED STATES DRUG <br />ENFORCEMENT ADMINISTRATION AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2023 ASSET FORFEITURE FUND FOR USE BY THE PORTSMOUTH SHERIFF’S <br />OFFICE, PORTSMOUTH COMMONWEALTH’S ATTORNEY’S OFFICE, AND <br />PORTSMOUTH POLICE DEPARTMENT. <br />” <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 222 - Adoption of an ordinance accepting with appreciation an anonymous <br />donation in the amount of $400 and appropriating said funds to the FY 2024 Social <br />Services Fund for use by the Department of Social Services for its first ever <br />Community Day event to be held on July 15, 2023. <br /> <br />Background: <br /> <br /> The Portsmouth Department of Social Services works to address the health and <br />welfare needs of the Portsmouth community.
