June 27, 2023 <br /> <br />At a Regular Meeting of the City Council on Tuesday, June 27, 2023, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, De’Andre A. Barnes, Mark A. Hugel, Vernon L. Tillage, Jr., Interim <br />City Manager Mimi C. Terry, City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt the minutes of <br />a Special Called Meeting of June 7, 2023, of a Closed Meeting of June 12, 2023, of a <br />Called Meeting of June 13, 2023, and of a Regular Meeting of June 13, 2023, and was <br />adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br />. <br />- City Manager’s Report - <br /> <br />23 - 220 - Adoption of an ordinance amending and re-ordaining Sections 9-2 <br />(Permissible Places of Burial) and 9-26 (Burial Grounds, City Cemeteries <br />Designated) and subsection 9-29(a) (Perpetual Care of City Cemeteries; Cemetery <br />Trust Fund) of Articles I and II of Chapter 9 of the Code of the City of Portsmouth, <br />Virginia for the purpose of designating Lincoln Memorial Cemetery as a city <br />cemetery. <br /> <br />Background: <br /> <br /> By Resolution R-22-15 adopted on June 28, 2022, City Council authorized the <br />City to accept title to Lincoln Memorial Cemetery, located at 3901 Deep Creek <br />Boulevard. <br /> <br /> The City has received and recorded a Deed from the prior owner conveying <br />ownership of the cemetery to the City. <br /> <br />Discussion: <br /> <br /> The proposed amendments to the Code formally designate Lincoln Memorial <br />Cemetery as a city cemetery. <br /> <br />Financial Impact: <br /> <br /> The City will be responsible for care and upkeep of the cemetery. <br /> <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City will continue efforts to address the drainage and maintenance issues <br />affecting the cemetery. <br /> <br /> Dr. Whitaker asked that Interim City Manager Terry provide a report back on the plan <br /> <br />to upgrade Lincoln Memorial Cemetery as well as Mount Calvary Complex. <br /> <br /> Interim City Manager Terry will provide an update at a Public Work Session. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
