April 25, 2023 “ORDINANCE ACCEPTING HOME INVESTMENT PARTNERSHIPS PROGRAM – AMERICAN RESCUE PLAN ACT FUNDS IN THE AMOUNT OF $1,540,476 FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AND APPROPRIATING SAID SUM IN THE FY 2023 COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND BUDGET FOR HOUSING, SUPPORTIVE SERVICES, AND OTHER ELIGIBLE ACTIVITIES. ” Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 23 - 151 - Adoption of an ordinance accepting Shared Expense Funding in the amount of $519,000 from the Commonwealth of Virginia and appropriating said amount to the Judicial Section of the FY 2023 General Fund Budget for use by the Portsmouth Sheriff’s Office to purchase and outfit vehicles. Background:  The Portsmouth Sheriff’s Office received $400,000 in vacancy savings funding from the Commonwealth of Virginia during FY 2023.  The Office intends to use this funding to purchase and outfit needed vehicles. Discussion:  The proposed ordinance appropriates the $400,000 to pay for the vehicles and outfitting. Financial Impact:  No local match is required as a condition of this funding. Recommended Action:  Adoption of the Ordinance. Next Steps Following Council Action:  The Finance Department will make any necessary budget adjustments. Motion by Mr. Moody, and seconded by Mr. Hugel to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING SHARED EXPENSE FUNDING IN THE AMOUNT OF $519,000 FROM THE COMMONWEALTH OF VIRGINIA AND APPROPRIATING SAID AMOUNT TO THE JUDICIAL SECTION OF THE FY 2023 GENERAL FUND BUDGET FOR USE BY THE PORTSMOUTH SHERIFF’S OFFICE TO PURCHASE AND OUTFIT VEHICLES. ” Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 23 - 152 - Adoption of a resolution authorizing the conveyance of a utility easement twenty feet in width and encumbering approximately 0.198 acres of 1227 Holland Road to the City of Suffolk in furtherance of the Pump Station 017 Force Main Extension Project. Background:  The City of Portsmouth owns various properties in Suffolk that serve as a watershed to protect the City’s lake reservoirs. 1227 Holland Road is a 905 acre parcel that includes and protects Lake Kilby.  The City of Suffolk is performing a project to extend a sewer force main and has requested that Portsmouth grant a utility easement for the project. The easement would be 20 feet in width and encumber approximately 1/5 of an acre located at the outer boundary of 1227 Holland Road.
