April 25, 2023 Discussion:  The City of Portsmouth and the City of Suffolk have traditionally worked cooperatively in granting each other the land rights necessary for efficient operation of their respective facilities.  The Department of Public Utilities has reviewed the proposed conveyance and determined that it will not have a negative impact on Lake Kilby.  Improved sewage management in the area will be protective of Lake Kilby. Financial Impact:  There is no financial impact. Recommended Action:  Adoption of the resolution. Next Steps Following Council Action:  The City Manager will execute and deliver any required documents to effectuate the conveyance. Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION AUTHORIZING THE CONVEYANCE OF A UTILITY EASEMENT TWENTY FEET IN WIDTH AND ENCUMBERING APPROXIMATELY 0.198 ACRES OF 1227 HOLLAND ROAD TO THE CITY OF SUFFOLK IN FURTHERANCE OF THE PUMP STATION 017 FORCE MAIN EXTENSION PROJECT. WHEREAS, the City of Portsmouth owns various properties in Suffolk that serve as a watershed to protect the City’s reservoir lakes from runoff; and WHEREAS, the City of Suffolk is undertaking a public works project to extend a sewer force main (the “Project”); and WHEREAS, in furtherance of the Project, Suffolk is requesting that the City convey a utility easement twenty feet in width and encumbering approximately 0.198 acres of 1227 Holland Road (Tax Parcel 34*35), as shown on Exhibit A; and WHEREAS, 1227 Holland Road is a 905 acre parcel that includes and protects Lake Kilby; and WHEREAS, the Department of Public Utilities has reviewed the proposed easement and determined that it will have no negative impact on the City’s watershed; NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that it hereby approves and authorizes the conveyance of the requested easement to the City of Suffolk, and that the City Manager is hereby authorized to execute such documents or instruments as may be necessary or desirable in furtherance of the intent of this Resolution.” Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 23 - 153 - Adoption of a resolution authorizing the conveyance of 2625-2631 Turnpike Road and 3115 Airline Boulevard to the Economic Development Authority. The property subject to this resolution includes Tax Map 0183, Parcels 0310 through 0340 and Tax Map 0573, Parcels 0070 through 0220. Background:  Turnpike Property: The Virginia Department of Transportation acquires the property necessary for certain state-funded road projects in the city.
