April 25, 2023 <br /> <br />Discussion: <br /> <br /> The City of Portsmouth and the City of Suffolk have traditionally worked <br />cooperatively in granting each other the land rights necessary for efficient operation of <br />their respective facilities. <br /> <br /> The Department of Public Utilities has reviewed the proposed conveyance and <br />determined that it will not have a negative impact on Lake Kilby. <br /> <br /> Improved sewage management in the area will be protective of Lake Kilby. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no financial impact. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will execute and deliver any required documents to effectuate <br />the conveyance. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Tillage, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE CONVEYANCE OF A UTILITY EASEMENT <br />TWENTY FEET IN WIDTH AND ENCUMBERING APPROXIMATELY 0.198 ACRES OF <br />1227 HOLLAND ROAD TO THE CITY OF SUFFOLK IN FURTHERANCE OF THE <br />PUMP STATION 017 FORCE MAIN EXTENSION PROJECT. <br /> <br />WHEREAS, <br /> the City of Portsmouth owns various properties in Suffolk that serve <br />as a watershed to protect the City’s reservoir lakes from runoff; and <br /> <br />WHEREAS, <br />the City of Suffolk is undertaking a public works project to extend a <br />sewer force main (the “Project”); and <br /> <br />WHEREAS, <br /> in furtherance of the Project, Suffolk is requesting that the City convey <br />a utility easement twenty feet in width and encumbering approximately 0.198 acres of <br />1227 Holland Road (Tax Parcel 34*35), as shown on Exhibit A; and <br /> <br />WHEREAS, <br /> 1227 Holland Road is a 905 acre parcel that includes and protects <br />Lake Kilby; and <br /> <br />WHEREAS, <br /> the Department of Public Utilities has reviewed the proposed <br />easement and determined that it will have no negative impact on the City’s watershed; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby approves and authorizes the conveyance of the requested <br />easement to the City of Suffolk, and that the City Manager is hereby authorized to execute <br />such documents or instruments as may be necessary or desirable in furtherance of the <br /> <br />intent of this Resolution.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 153 - Adoption of a resolution authorizing the conveyance of 2625-2631 <br />Turnpike Road and 3115 Airline Boulevard to the Economic Development <br />Authority. The property subject to this resolution includes Tax Map 0183, Parcels <br />0310 through 0340 and Tax Map 0573, Parcels 0070 through 0220. <br /> <br />Background: <br /> <br />Turnpike Property: <br /> The Virginia Department of Transportation acquires the <br />property necessary for certain state-funded road projects in the city. <br /> <br /> <br /> <br /> <br /> <br /> <br />
