Ron Sauer, 4104 Summerset Drive, voiced his concern with the inability to read <br /> parking meters. <br /> <br />- City Manager’s Report - <br /> <br />23 - 150 - Adoption of an ordinance accepting HOME Investment Partnerships <br />Program – American Rescue Plan Act funds in the amount of $1,540,476 from the <br />U.S. Department of Housing and Urban Development and appropriating said sum <br />in the FY 2023 Community Planning and Development Program Fund Budget for <br />housing, supportive service, and other eligible activities. <br /> <br />Background: <br /> <br /> The American Rescue Plan Act of 2021 appropriated $5 billion to provide housing, <br />services, and shelter to individuals experiencing homeless and other vulnerable <br />populations, to be allocated by formula to jurisdictions that qualified for HOME Investment <br />Partnerships Program allocations in Fiscal Year 2021. <br /> <br /> The US Department of Housing and Urban Development (HUD) notified <br />Portsmouth that it has been allocated $1,540,476 of HOME-APR funds to perform eligible <br />activities that must primarily benefit qualifying individuals and families who are homeless <br />or at risk of homelessness or are members of other vulnerable populations. The eligible <br />activities include: 1) development and support of affordable housing, 2) tenant-based <br />rental assistance (TBRA), 3) provision of supportive services; and 4) acquisition and <br />development of non-congregate shelter units. <br /> <br />Discussion: <br /> <br /> The Ordinance proposed for Council consideration will appropriate the HOME- <br />ARPA funding. <br /> <br /> The City is required to use the funds for eligible activities to address homeless <br />assistance needs. <br /> <br /> <br /> The City is in the process of preparing a plan for the use of the funds. <br /> <br /> After public comment has been received, the plan will be presented for City Council <br />approval. <br /> <br />Financial Impact: <br /> <br /> The FY 2023 Community Planning and Development Program Fund budget will be <br /> <br />increased by $1,540,476. No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> A plan for use of the HOME ARPA funds will be prepared in accordance with HUD <br />notice CPD 21-10. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
