<br />April 25, 2023 <br /> <br />At a Regular Meeting of the City Council on Tuesday, April 25, 2023, there were <br />present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor Lisa L. Lucas-Burke, William E. Moody, Jr., Dr. <br />Mark M. Whitaker, Mark A. Hugel, Vernon L. Tillage, Jr., Interim City Manager Mimi C. <br />Terry, City Attorney Lavonda Graham-Williams. <br /> <br />Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Tillage, to adopt the minutes of a <br />Called Meeting of April 11, 2023, of a Regular Meeting of April 11, 2023, of a Called <br />Meeting of April 14, 2023, and of a Called Meeting of April 15, 2023, and was adopted by <br />the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br /> Lisa Downey-Hood, Delta Sigma Theta President, spoke on the significance of Delta <br /> <br />Day. <br /> <br />- Public Hearing - <br /> <br />23 - 147 Public hearing on proposed real property tax increase. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item. <br /> <br />23 - 148Public hearing to solicit citizen comments on the Community Development <br /> <br /> Block Grant (CDBG) Annual Action Plan. <br /> <br />23 - 149(a) Public hearing to consider the Annual Operating Budget for <br /> <br /> FY2024. <br /> <br />1. JoAnn Clarke, 4717 Thornwood Street, spoke in opposition to the increase in <br /> assessments. <br /> <br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the budget <br /> consensus items. <br /> <br />3. Theresa Saunders-Smith, 13 Columbia Court, asked that City Council provide a Cost <br /> of Living Adjustment (COLA) to retirees in the Portsmouth Supplemental Retirement <br /> System (PSRS) and Fire and Police Retirement Plan (F&P). <br /> <br />4. Steve Carroll, 3112 Riveredge Drive, voiced his concern with School Board <br /> spending. <br /> <br />5. Sergio Neal, 1420 Elm Avenue, spoke on the importance of funding the school’s <br /> budget. <br /> <br /> Councilman Whitaker inquired about the tax-exempt status of golf courses. <br /> <br /> Janey Culpepper, Interim City Assessor, provided information regarding the tax <br />˗ <br />exemption of golf courses. <br /> <br /> Councilman Whitaker asked for the per acre value of the open space at <br />Elizabeth Manor Golf Course. <br /> Janey Culpepper, Interim City Assessor, will provide that information. <br />˗ <br /> <br /> (b) Public hearing on the recommended 2024-2028 Capital <br /> Improvement Program. <br /> <br /> <br /> <br /> <br /> <br /> <br />
