<br /> Motion of Mrs. Webb and seconded by Mr. Corprew, to approve 3HP 85-36 for a four unit
<br />apartment building at 20- Gilmerton Avenue and require the builder to meet the setback ~n the
<br />street and to work witk the City Manager on the parking for the project to remain economically
<br />feasible, and was adopted by unanimous vote.

<br />the dedication of a portion of Glasgow Street, deferred from the regular meeting of January
<br />1986.

<br /> David F. Leonar, 408 Middle Street, representing Olde Towne Civic League, spoke in
<br />opposition of reopening the street.
<br />
<br /> Motion of Mrs. Webb and seconded by Mr. Beamer, to susoend the rules for Gene White,
<br />representing John S. Joannou to speak, and was adopted by unanimous vote.
<br />
<br />Gene Whi~e, 4230 Quince Road, stated reasons for requesting that the street be reopened.

<br /> On motion of Mr. Whitlow and seconded by Mr. Beamer, the following resolution was adopted
<br />and by the following vote:

<br />"A RESOLUTION ACCEPTING THE DEDICATION OF A PORTION OF GLASGOW STREET.
<br />
<br /> WHEREAS, the Industrial Development Authority of the City of Portsmouth, Central Fidelity
<br />Bank, Olde Towne Medical Associates, Johnny S. Joannou and Chris K. Joannou, adjoining propert2
<br />owners of the hereinafter-described portion of Glasgow Street, have made application to dedi-
<br />cate the hereinafter-described pontoon of Glasgow:Street to the City of Portsmouth; and
<br />
<br /> WHEREAS, the Council of the City of Portsmouth deems ~t to be in the best interest of
<br />the City to accept said dedication.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virgmnia, that
<br />the dedication of the hereinafter-described portion of Glasgow Street by the adjoining propert)
<br />owners as public street be, and the same hereby is, accepted, to-wit:

<br />point being the northern rmght-of-w~y line o:f Glasgow Street as it inter-
<br />sects the eastern right-of-way line of Greeni Street: thence running north

<br /> "The City's ongoing efforts to increase interest and participation by citizens in outdoor
<br />athletic activities has warranted concern for the correction of deficiencies az City Athletic
<br />facilities. In keeping with these interests contracts have been bid for improvements to ball-
<br />field lighting at Hodges Manor Elementary Bid ~1) and Mapp Junior High School [Bid =2] . The
