Middleton, Inc. in the amounts of $20,780.00 and $18,000.00 respectively and <br />appropriation of the necessary funds. I, Therefore, recommend City Council's approval." <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Webb, the following ordinance was approved on <br />first reading; award of contract ro E. G. Middleton, Inc., being low bidder, and was adopted <br />by unanmmous yore: <br /> <br />"AN ORDINANCE TO ~PPROPRIATE $38,780.00 FROM <br />IMPROVEMENTS TO BALL FIELD LIGHTING AT HODGES <br />JUNIOR HIGH SCHOOL.' <br /> <br />~HE CAPITAL IMPROVEMENT FUND FOR <br /> MANOR ELEMENTARY SCHOOL AND MAPP <br /> <br /> 86-47 Letter from the City Manager recommending adoption of an ordinance to appropriate <br />$20,000 from the Capital Improvement Program for installation of underpass lighting for <br />Frederick Boulevard, Portsmouth Boulevard, Victory Boulevard, and Rodman Avenue. <br /> <br /> "Included in the 1984/85 Capital Improvement budget was S20,000 for the installation of <br />underpass lighting. The proposed locations are: <br /> <br />1. 1-264 <br />2. 1-264 <br />3. 1-264 <br />4. 1-264 <br /> <br />and Frederick Boulevard <br />and Portsmouth Boulevard <br />and Victory Boulevard <br />and Rodman Avenue <br /> <br /> The Virginia Department of Highways and Transportation, as part of their tunnel construc- <br />tion pro~ect, has installed underpass lighting at Elm Avenue, Des Moines Avenue and Effingham <br />Street. The McLean Street underpass was lighted several years ago as part of an experimental <br />project utilizing City personnel. In the locations where the lighting has been installed, <br />positive comments have been received from motorists and pedestrians. <br /> <br /> It has been determined by the Public Works Director that it would be cost effective to <br />take advantage of VDH7T's bid prices; therefore, it is my recommendation that the State be <br />authorized to proceed with installation. The total project cos~ is $22,558 with $20,000 to <br />be appropriated from the CIP and the remaining from Traffic Engineering's Street Lighting <br />budget." <br /> <br /> On motion of Mr. Gray and seconded by Mrs. Lucas, the following ordinance was apprcved o~ <br />first reading, and was adopted by unanimous vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $20,000 FOR INSTALLATION OF UNDERPASS <br />ON FREDERICK BOULEVARD, PORTSMOUTH BOULEVARD, VICTORY BOULEVARD AN1 <br />AVENUE." <br /> <br />LIGHTING <br />RODMAN <br /> <br /> 86-48 Letter from the City <br />for construction of a~ additional <br />Holiday Inn. <br /> <br />Manager recommending adoptmon of a motion <br />pedestrian walkway from the Harbor Street <br /> <br />to award contract <br />garage to the <br /> <br /> 'In conjunction with the City's leasing additional parking spaces to Holiday Inn at the <br />Harbor Street garage, bids were received on November 19, 1985 for construction of a pedestrian <br />walkway from the garage to the Holiday Inn. 7he bids received were as £ollows: <br /> <br />CONTRACTOR <br /> <br />BID PRICE <br /> <br />PERCENTAGE <br /> <br />(1) Virtexco Corporation $13,478 223% <br />(2~ Pipe, Inc. 15,632 226% <br />(3[ Luke Construction Company 14,600 242% <br /> <br />City Estimate <br /> <br />6,031 100% <br /> <br /> The discrepancy between the City estimate and the low bid is primarily due to the small <br />size of the project and exceptionally busy construction market. Viztexco Corporation has per- <br />formed satisfactory work for the City on_past projects. If it is desirable to have an addi- <br />tional entranceway to the Holiday Inn, it is recommended that this project be awarded to the <br />low bidder, Virtexco Corporation. The owner of the Portsmouth Holiday Inn, Mr. Vic Zodda, <br />has agreed to participate in the cost of this project (50%). Funds are available to complete <br />this work; therefore, no approprianion is necessary. <br /> <br /> The Director of Public Works recommends award of the contract to the low bidder. I, <br />therefore, recommend City Council's approval." <br /> <br /> Motion of Mr. Beamer and seconded by Mr. Whitlow, to award contract to Virtexco Corpora- <br />tion, being low bidder, as recommended, and was adopted by unanimous vo~e. <br /> <br /> 86-49 Letter from the City Manager recommending adoption of a motion to add Community <br />Trust Bank to the previously designated list of authorized depositories. <br /> <br /> "Tke City Code requires in Sections ll-~[a) and ll-9(a) that City funds be deposited to <br />the credit of the City in such banks as the City Ccuncil may designate from time to time. <br />Community Trust Bank has recently opened an office in the City at 303 County Street and has <br />requested ro be added to the City's list of authorized depositories. <br /> <br /> <br />
