Baldwin, 404 Tareyton Lane, representing Portsmouth Council of Civic Leagues, <br />stated that the Portsmouth Council of Civic Leagues opposed the amendment. <br /> Joseph E. Knight, 4820 Portsmouth Boulevard, representing Simonsdale Civic League, <br />was opposed to the amendment. <br /> Richard Carmichael, 723 Nottingham Road, spoke in opposition of the amendments. <br /> <br /> Motion of Mr. Whitlow and seconded by Mr. Beamer, that CA 85-5 to be tabled was adopted <br />by 5-2 (Nays-Corprew, Lucas) vote. <br /> <br />(d) CP 86-1 <br /> <br />COMPRkHENSIVE PLAN AMENDMENT: Consideration of a document entitled <br />"A Long Range Recreation, Parks and Open Space Plan for Portsmouth, <br />Virginia" to be included as part of the officiaI Comnrehensive Plan <br />of the City of Portsmouth. <br /> <br /> Motion of Mr. Corprew and seconded by Mrs. Webb, no~ to be received as an official <br />document, but as information, and was adopted by unanimous vote. <br /> <br />- UNFINISHED BUSINESS <br /> <br /> Motion of Mr. Beamer and seconded by Mrs. Lucas, that Item 85-374 be moved up on the <br />Agenda to be considered at this time, and was adopted by 5-2(Nays-Webb, Whitlow) vote. <br /> <br /> 85-374 Letter from the City Manager recommending adoption of a motion authorizing the <br />City Manager to execute a devel~pmenz agreement for the Trux~un School site, deferred from the <br />regular meeting of January 14, 1986. <br /> <br /> Dr. William H. Harris, 351- Portsmouth Boulevard, representing ~harles Peete Little <br />League, made the following requests: <br /> <br />Holy <br /> <br />1. The League was willing to accept a Little Leage baseball field major league size <br /> 200 feet adjacent to presen~ location and no~ to open it anymore in the ope~ snace <br /> than needed. <br />2. That the question be placed before Council as a means of ~ushine forward as one of <br /> needs in our community. <br />3. That Council go on record to szate that they will give us the space and the field. <br /> Richmond, Virginia, <br />Henry L. Marsh, 509 N. Third Street,/representing Virginia District Convocation-United <br />Church of America, thanked Council for any consideration of the project. <br /> <br /> Bishop James E. Talley, 2710 Magnolia Street, representing Virginia District Convocation- <br />Holy Church of America, made a presentation of a conference held with the Charles Peete Little <br />League, Old Truxtun Civic League, The Virginia District Convocation, and other citizens, <br />on January 24, 1986.
