25O <br /> <br />February 11, 1986 <br /> <br />Streets] . <br /> <br /> TWIN PINES [Amendment No. 1) <br /> <br /> The proposed amendment to the Twin Pines Project will add a small parcel of land on the <br />east side of Twin Pines Road to be included within the project area boundaries. In keeping <br />with the request of the Twin Pines community, three vacant parcels previously not designated <br />to be acquired will be acquired. We are also proposing to acquire several jib parcels to be <br />utilized for future street right-of-way improvements and to provide low-interest loans to home <br />owners. <br /> <br />CONSERVATION PLANS <br /> <br /> As previously mentioned, we are proposin~ to greatly expand our Residential Rehabilitatio' <br />Loan Program to include slx new neighborhoods. The new conservation plans being considered <br />tonight are for: <br /> <br />Brighton Ebony Heights <br />Prentis Park East Park View <br />Port Norfolk West Park View <br /> <br />(core area' <br /> <br />of 7% <br />areas <br /> <br />the Authority's revised Local Rehabilitation Loan Program will offer low-interest loans <br />for 10 years to owner-occupants in these neighborhoods as well as within the following <br /> <br /> Effingham Mount Hermon <br /> Cradock Park View <br /> Truxtun Olde Towne South <br /> Twin Pines <br /> We have worked with a consortium of three local banks which have agreed to purchase <br />approximately $1.5 million in Mortgage Subsidy Bonds which will be supplemented by $285,000 <br />in 1985 Community Development Block Grant funds to write the interest rate down to the ultimat <br />bowrower, the homeowner. <br /> <br /> In general, we feel that these plans before us tonight will enable us to continue our <br />efforts to remove blight, provide new development opportunities, and to greatly expand the <br />Residential Rehabilitation Loan Program to enable us to offer this to more citizens in more <br />neighborhoods than in the past." <br /> <br /> The following citizens presented questiona concerning the Conservation Plans and <br />Amendments: <br /> <br />Min. <br /> <br />Rev.
