February 28, 2023  Funds also allow for the purchase of tangible items used to support the FPM process (such as laptops, printers, flip charts, etc.) and are also utilized to support family participation in the FPMs. Allowable expenses include: transportation for family members to and from FPMs and childcare provided during FPMs.  FPM Incentive Funds in the amount of $2,700 were earned during the period from September 1, 2022, through November 30, 2022. Financial Impact:  A local match is required.The local match is 15.5%. The match has previously been appropriated as part of the FY 2023 Social Services Fund Budget. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the appropriate budget adjustments. Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING FUNDING FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES IN THE AMOUNT OF $2,700 AND APPROPRIATING SAID AMOUNT IN THE FY 2023 SOCIAL SERVICES FUND FOR THE FAMILY PARTNERSHIP MEETING INCENTIVE PROGRAM.” Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 23 - 66 - Adoption of an ordinance accepting with appreciation a donation of $100.00 to the Department of Social Services (DSS) from Tidewater Baptist Women Missionary and Educational Convention Incorporated, PO Box 6142 Chesapeake, VA 23323-6141 and appropriating said funds to the FY 2023 Social Services Fund for use by DSS to support foster children at Christmas. Background:  Foster care is intended to be a temporary solution for children who have been removed from their birth family homes or legal guardian for reasons of neglect, abuse abandonment or other issues that threaten the child’s health and/or safety. Every effort is made to help the child remain with his or her family; however when a child comes into care they are often placed in a resource home. The resource family works as a team with the local department of social services, the biological family, the child (when applicable) and any additional community partners to provide services to the removal family, the child and the resource family. The desired outcome of foster care it to reunify the child with their family. Discussion:  The DSS received a check from Tidewater Baptist Women Missionary and Education Convention Incorporated in the amount of $100.  Donated funds are to be utilized for the Department of Social Services’ Foster Children for Christmas Financial Impact:  The funding available to assist citizens in need would increase by $100.
