February 28, 2023 “ORDINANCE ACCEPTING WITH APPRECIATION A DONATION IN THE AMOUNT OF $100 FROM THE TIDEWATER BAPTIST WOMEN MINISTRY AND EDUCATIONAL CONVENTION AND APPROPRIATING SAID FUNDS TO THE FY 2023 SOCIAL SERVICES FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES TO SUPPORT FOSTER CHILDREN AT CHRISTMAS.” Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 23 - 67 - Adoption of an ordinance accepting funding in the amount of $6,100 from the Virginia Tourism Cooperative and appropriating the said amount into the FY 2023 General Fund budget for use by the Department of Museums. Background:  The Tourism Division of the Museums Department purchases social media advertisements showcasing destinations and attractions in the city for the purpose of bringing visitors to the Portsmouth.  The Virginia Tourism Cooperative will reimburse localities up to 25% of their qualifying social media advertising expenses. Discussion:  The Tourism Division has spent roughly $17,000 on social media advertising, and received $4,300 of reimbursement.  Staff projects that existing and forthcoming expenditures will be reimbursed by approximately $1,800. Financial Impact:  Appropriated revenues and expenditures in the FY 2023 General Fund budget for Tourism will increase by $6,100. This is reimbursement funding based on expenditures. No local match is required as a condition of the funding. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  Finance staff will make the necessary budget adjustments.  City staff will provide grant management and oversight. Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $6,100 FROM THE VIRGINIA TOURISM COOPERATIVE AND APPROPRIATING THE SAID AMOUNT INTO THE FY 2023 GENERAL FUND BUDGET FOR USE BY THE DEPARTMENT OF MUSEUMS.” Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 23 - 68 - Adoption of an ordinance accepting funding in the amount of $221,000 from the Portsmouth Museums Foundation and appropriating said amount in the FY 2023 Grants Fund for use by the Museums Department for the expansion and upgrade of the Bodyworks Exhibit at the Children’s Museum of Virginia. Background:  The Portsmouth Museums Foundation is a 501(c)3 whose mission is to raise private and public funds for exhibits, events and programs at the Children’s Museum of Virginia  By Ordinance 2022-67 adopted on September 13, 2022, City Council appropriated a $537,599 donation the Foundation secured from Sentara Healthcare to expand and upgrade the Bodyworks exhibition at the Children’s Museum of Virginia.
