February 28, 2023 <br /> <br />“ORDINANCE ACCEPTING WITH APPRECIATION A DONATION IN THE AMOUNT <br />OF $100 FROM THE TIDEWATER BAPTIST WOMEN MINISTRY AND EDUCATIONAL <br />CONVENTION AND APPROPRIATING SAID FUNDS TO THE FY 2023 SOCIAL <br />SERVICES FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES TO <br />SUPPORT FOSTER CHILDREN AT CHRISTMAS.” <br /> <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 67 - Adoption of an ordinance accepting funding in the amount of $6,100 from <br />the Virginia Tourism Cooperative and appropriating the said amount into the FY <br />2023 General Fund budget for use by the Department of Museums. <br /> <br />Background: <br /> <br /> The Tourism Division of the Museums Department purchases social media <br />advertisements showcasing destinations and attractions in the city for the purpose of <br />bringing visitors to the Portsmouth. <br /> <br /> The Virginia Tourism Cooperative will reimburse localities up to 25% of their <br />qualifying social media advertising expenses. <br /> <br />Discussion: <br /> <br /> The Tourism Division has spent roughly $17,000 on social media advertising, and <br />received $4,300 of reimbursement. <br /> <br /> Staff projects that existing and forthcoming expenditures will be reimbursed by <br />approximately $1,800. <br /> <br />Financial Impact: <br /> <br /> <br /> Appropriated revenues and expenditures in the FY 2023 General Fund budget for <br />Tourism will increase by $6,100. This is reimbursement funding based on expenditures. <br />No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance staff will make the necessary budget adjustments. <br /> <br /> City staff will provide grant management and oversight. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Tillage, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $6,100 FROM THE <br />VIRGINIA TOURISM COOPERATIVE AND APPROPRIATING THE SAID AMOUNT <br />INTO THE FY 2023 GENERAL FUND BUDGET FOR USE BY THE DEPARTMENT OF <br />MUSEUMS.” <br /> <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 68 - Adoption of an ordinance accepting funding in the amount of $221,000 <br />from the Portsmouth Museums Foundation and appropriating said amount in the <br />FY 2023 Grants Fund for use by the Museums Department for the expansion and <br />upgrade of the Bodyworks Exhibit at the Children’s Museum of Virginia. <br /> <br />Background: <br /> <br /> The Portsmouth Museums Foundation is a 501(c)3 whose mission is to raise <br />private and public funds for exhibits, events and programs at the Children’s Museum of <br />Virginia <br /> <br /> By Ordinance 2022-67 adopted on September 13, 2022, City Council appropriated <br />a $537,599 donation the Foundation secured from Sentara Healthcare to expand and <br />upgrade the Bodyworks exhibition at the Children’s Museum of Virginia. <br /> <br /> <br /> <br /> <br />
