February 14, 2023 <br /> <br />1. Donna Biggs, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE EXECUTION OF THE FISCAL YEAR 2023 <br />AGREEMENT WITH THE VIRGINIA DEPARTMENT OF HEALTH FOR FUNDING AND <br />SERVICES OF THE PORTSMOUTH HEALTH DEPARTMENT. <br /> <br /> WHEREAS, <br />the Virginia Department of Health provides annual funding for the <br />Portsmouth Health Department; and <br /> <br />WHEREAS, <br /> the estimated amount of funding provided and to be provided by VDH <br />for Fiscal Year 2023 is $2,547,272; and <br /> <br />WHEREAS, <br /> as a condition of receiving the state funding, the City is required to <br />enter into an Agreement with the Virginia Department of Health to govern the funding and <br />services provided, and to provide local matching funding; and <br /> <br />WHEREAS, <br /> the estimated local matching funding required for Fiscal Year 2023 is <br />$1,047,726, which amount has previously been appropriated in the FY 2023 General <br />Fund Budget; and <br /> <br />WHEREAS, <br /> the Portsmouth Health Department provides crucial health services <br />for Portsmouth residents; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> that the Council of the City of Portsmouth, <br />Virginia approves and authorizes the FY 2023 Agreement with the Virginia Department <br />of Health for Funding and Services of the Portsmouth Health Department in substantially <br />the form attached hereto as Exhibit A; and <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is authorized to execute and <br />deliver the said Agreement and to take such additional actions as are necessary or <br /> <br />desirable in furtherance of the purposes of this Resolution and the Agreement.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />23 - 49 - Boards and Commissions <br /> <br />Councilman Moody offered the following nominations: <br /> <br />Board of Zoning Appeals <br />Michael Johnson to be appointed to a term ending December 31, 2026, replacing Elliott <br />Moody. <br />James Seagraves to be appointed to a term ending December 31, 2027, replacing Seba <br />Walters. <br /> <br />Clean Community Commission <br />Panagiotis Batistatos to be appointed to a term ending June 30, 2024, replacing Chasity <br />Riggs. <br />Hunter Bryant to be appointed to a term ending June 30, 2026, replacing Miisha Clemons. <br /> <br />Downtown Design Committee <br />Nettie Fischer to be appointed to a term ending January 31, 2025, replacing Dawn <br />Richardson. <br />Brandon Jackson to be appointed to a term ending January 31, 2025, replacing Kenneth <br />Rodgers. <br /> <br /> <br /> <br /> <br /> <br /> <br />
