February 14, 2023 1. Donna Biggs, 3104 Garland Drive, spoke in opposition to this item. Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION AUTHORIZING THE EXECUTION OF THE FISCAL YEAR 2023 AGREEMENT WITH THE VIRGINIA DEPARTMENT OF HEALTH FOR FUNDING AND SERVICES OF THE PORTSMOUTH HEALTH DEPARTMENT. WHEREAS, the Virginia Department of Health provides annual funding for the Portsmouth Health Department; and WHEREAS, the estimated amount of funding provided and to be provided by VDH for Fiscal Year 2023 is $2,547,272; and WHEREAS, as a condition of receiving the state funding, the City is required to enter into an Agreement with the Virginia Department of Health to govern the funding and services provided, and to provide local matching funding; and WHEREAS, the estimated local matching funding required for Fiscal Year 2023 is $1,047,726, which amount has previously been appropriated in the FY 2023 General Fund Budget; and WHEREAS, the Portsmouth Health Department provides crucial health services for Portsmouth residents; NOW THEREFORE BE IT RESOLVED that the Council of the City of Portsmouth, Virginia approves and authorizes the FY 2023 Agreement with the Virginia Department of Health for Funding and Services of the Portsmouth Health Department in substantially the form attached hereto as Exhibit A; and BE IT FURTHER RESOLVED that the City Manager is authorized to execute and deliver the said Agreement and to take such additional actions as are necessary or desirable in furtherance of the purposes of this Resolution and the Agreement.” Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None - New Business - 23 - 49 - Boards and Commissions Councilman Moody offered the following nominations: Board of Zoning Appeals Michael Johnson to be appointed to a term ending December 31, 2026, replacing Elliott Moody. James Seagraves to be appointed to a term ending December 31, 2027, replacing Seba Walters. Clean Community Commission Panagiotis Batistatos to be appointed to a term ending June 30, 2024, replacing Chasity Riggs. Hunter Bryant to be appointed to a term ending June 30, 2026, replacing Miisha Clemons. Downtown Design Committee Nettie Fischer to be appointed to a term ending January 31, 2025, replacing Dawn Richardson. Brandon Jackson to be appointed to a term ending January 31, 2025, replacing Kenneth Rodgers.
