February 14, 2023  The proposed ordinance changes the official name of Precinct #21 from “John F. Kennedy Community Center” to “Hendricks/Kendall Recreation Center”. Financial Impact:  The financial impact will be minimal. Voters registered in the precinct will be notified of the name change once approved. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The General Registrar/Director of Elections will advertise the name change in the local newspaper.  The Code Amendment will take effect on March 1, 2023. 1. Donna Biggs, 3104 Garland Drive, spoke in opposition to this item. Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO AMEND SECTION 10-104 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, AS AMENDED, TO RENAME PRECINCT #21 FROM JOHN F. KENNEDY COMMUNITY CENTER TO “HENDRICKS/KENDALL RECREATION CENTER”.” Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover Nays: None 23 - 48 - Adoption of a resolution authorizing the execution of the Fiscal Year 2023 Agreement with the Virginia Department of Health for funding and services of the Portsmouth Health Department. Background:  The Portsmouth Health Department provides health services for Portsmouth residents, including screenings, immunizations, education, and inspections.  The Virginia Department of Health (VDH) provides annual funding for the Portsmouth Health Department.  As a condition of receiving state funding, the City is required to enter into an annual Agreement with VDH.  The Agreement specifies the minimum services to be provided by the Health Department and obligates the City to contribute local share funding for the Department. Discussion:  VDH has provided the City with the form agreement for FY 2023.  Under the Agreement, VDH has provided/will provide an estimated $2,547,272 in state funding and the City has provided/will provide an estimated $1,047,726 in local funding.  As part of the adoption of the FY 2023 General Fund budget, the City appropriated the local match funding required by the Agreement. Financial Impact:  The City has previously appropriated the required local share. Recommended Action:  Adoption of the Resolution. Next Steps Following Council Action:  The Portsmouth Health Department will provide the required services.  The City will continue funding the required local share through quarterly payments.
