February 14, 2023 <br /> <br />Historic Preservation Commission <br />Renee Schneider to be reappointed to a term ending October 31, 2025. <br />Sean Prince to be reappointed to a term ending October 31, 2025. <br />Jack McGinty to be appointed to a term ending October 31, 2025, replacing James <br />Overton. <br /> <br />Parks & Recreation Commission <br />Giavana Jurgens to be appointed to a term ending June 31, 2024, replacing Nichole <br />Williams. <br /> <br />Portsmouth Parking Authority <br />Valerie Cosnotti to be appointed to a term ending June 30, 2024, replacing Kenneth <br />Eckert. <br /> <br />Portsmouth Port & Industrial Commission <br />Ronald Peterman to be appointed to a term ending December 31, 2023, replacing Amira <br />Bethea. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Hugel, to close nominations and the <br />above nominations were adopted by the following vote: <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 50 - Items Submitted by Council Members <br /> <br />• Adoption of a resolution rescinding Resolution R-21-28 regarding the <br />payment of a stipend to the members of certain Boards and Commissions. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to this item. <br /> <br />Motion by Mr. Hugel, and seconded by Ms. Lucas-Burke, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION RESCINDING RESOLUTION R-21-28 REGARDING THE PAYMENT <br />OF A STIPEND TO THE MEMBERS OF CERTAIN BOARDS AND COMMISSIONS. <br /> <br />WHEREAS, <br /> by Resolution R-21-28 adopted on September 28, 2021 City Council <br />authorized and directed that a per meeting stipend be paid from the City’s General Fund <br />to the members of certain specified Boards and Commissions; and <br /> <br />WHEREAS, <br /> City Council now desires to rescind Resolution R-21-28 and the <br />authority and direction provided therein for such payments; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br />by the Council of the City of Portsmouth, <br />Virginia: <br /> <br />1. That Resolution R-21-28 adopted on September 28, 2021 is hereby <br />rescinded and shall be of no further force or effect. <br /> <br />2. That all authority and direction granted and provided therein for the payment <br />of members of certain Boards and Commissions is hereby rescinded and revoked. <br /> <br />3. That this Resolution shall take effect on the date of its adoption and shall <br /> <br />not be retroactive.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Glover <br />Nays: Tillage, Whitaker <br /> <br /> Vice Mayor Lucas-Burke informed citizens and City Council of Mr. Bruce LaLonde’s <br /> <br />appointment to the Bons Secours Mercy Health Regional Market Board. <br /> <br /> <br /> <br /> <br /> <br />
