January 10, 2023 <br /> <br />- New Business - <br /> <br />23 - 22 - Boards and Commissions <br /> <br />Councilman Moody offered the following nominations: <br /> <br />Appointments for Mimi Terry, Interim City Manager: <br />Hampton Roads Regional Jail Authority <br />Community Policy & Management Team <br />Transportation District Commission of Hampton Roads, Alternate <br />Hampton Roads Planning District Commission <br />Newport Development Authority <br />Southside Network Authority’s Project Committee, Representative <br />Regional Broadband Authority, Member <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to close nominations <br />and the above nominations were adopted by the following vote: <br /> <br />Ayes: Barnes, Hugel, Lucas-Burke, Moody, Tillage, Whitaker, Glover <br />Nays: None <br /> <br />23 - 23 - Items Submitted by Council Members <br /> <br />• Resolution rescinding City Council’s request to the General Assembly of <br />Virginia to amend Section 12.09 of the Charter of the City of Portsmouth, Virginia. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in support of this item. <br /> <br />2. Steve Carroll, 3112 Riveredge Drive, spoke in support of this item. <br /> <br />3. Terry Danaher, 413 Dinwiddie Street, spoke in support of this item. <br /> <br />Motion by Mr. Hugel, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTIONRESCINDING CITY COUNCIL’S REQUEST TO THE GENERAL <br /> <br />ASSEMBLY OF VIRGINIA TO AMEND SECTION 12.09 OF THE CHARTER OF THE <br />CITY OF PORTSMOUTH, VIRGINIA. <br /> <br />WHEREAS, <br />by Resolution R-22-33 adopted on December 13, 2022 City Council <br />requested the General Assembly of Virginia to amend the Charter of the City of <br />Portsmouth, Virginia by amending Section 12.09 regarding the recall of elective officers; <br />and <br /> <br />WHEREAS, <br />City Council now desires to rescind the said request; and <br /> <br />WHEREAS, <br />City Council no longer requests that Section 12.09 of the Charter of <br />the City of Portsmouth, Virginia be amended; <br /> <br />NOW, THEREFORE, BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Resolution R-22-33 (A Resolution Requesting the General Assembly <br />of Virginia to Amend the Charter of the City of Portsmouth, Virginia by Amending Section <br />12.09 Regarding Recall of Elective Officers) is hereby rescinded and shall be of no further <br />force or effect; and <br /> <br />2. That City Council no longer desires or requests that Section 12.09 of the <br />Charter of the City of Portsmouth, Virginia be amended; and <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
