January 10, 2023 <br /> <br />3. That the City Manager is directed to forward a copy of this Resolution to the <br />members of the City’s state legislative delegation so that any bills that have been, or are <br />in the process of being, prepared to act upon Resolution R-22-33 can be withdrawn; and <br /> <br />4. That the City Manager is further directed to take such additional actions as <br />are necessary or desirable to inform the Virginia General Assembly of this Resolution and <br />the withdrawal of City Council’s request; and <br /> <br /> <br />5. That this Resolution shall be effective immediately upon adoption.” <br /> <br />Ayes: Hugel, Lucas-Burke, Moody, Tillage, Glover <br />Nays: Barnes, Whitaker <br /> <br /> Mr. Tillage asked for and received a consensus of City Council to have the Interim <br /> <br />City Manager, City Attorney, and Zoning Department come back with processes and <br />language to allow for short-term rentals in the city. The consensus also included his <br />request to have the Interim City Manager and City Attorney bring back options on how <br />to deter panhandling in the city. <br /> <br /> Vice Mayor Lucas-Burke asked for an update on the electronic voting board. <br /> <br /> <br /> City Clerk White provided an update. <br /> <br /> Mr. Moody asked for an update on signs being placed in median to deter panhandling. <br /> <br />He also informed City Council and citizens that he will be advocating for the return of <br />the Health Reimbursement Agreement for police and fire retirees as well as the <br />Portsmouth supplemental retirees. <br /> <br /> Dr. Whitaker asked for an update on Sugar Hill. <br /> <br /> <br /> City Attorney Graham-Williams will provide a report back in March. <br /> <br /> Both Mayor Glover and Dr. Whitaker asked for a report back on the Disparity Study at <br /> <br />the next meeting. <br /> <br /> Mayor Glover spoke in the following: <br /> <br /> <br /> Prayer vigil. <br /> <br /> Dr. Martin Luther King, Jr., Day. <br /> <br />23 - 24 - Report on Pending Items <br /> <br /> <br /> There were no pending items. <br /> <br />23 - 25 - Non-Agenda Speakers <br /> <br />1. Gary Bahena, 328 North Street, presented Vice Mayor Lucas-Burke with roses. <br /> <br />2. Crystal Johnson, 1 Ansell Avenue, spoke on issues with the 911 call center. <br /> <br /> Councilman Hugel received a consensus of City Council to have Interim City <br />Manager Terry report on the improvements and changes to 911. <br /> <br />3. Charlie Jones, 912 Duce Street, spoke on implementing electric charging stations <br /> throughout the City. <br /> <br />4. Cheryl Bryant, 2209 Des Moines Avenue, spoke on the importance of trade schools. <br /> She also asked that City Council adopt a Care Code ordinance. <br /> <br />5. Leon Hammonds, 809 Bouie Court, voiced his concern with the lack of car dealerships <br /> in the City. <br /> <br />6. William Britt, 2515 Rodman Avenue, voiced his concern with homeless individuals <br /> living near casino. He also voiced his concern with what he believes is stacking of <br /> charges by police. <br /> <br /> <br /> <br /> <br /> <br />
