December 13, 2022 <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded the Portsmouth Department of Behavioral Healthcare Services $294,852 in <br />FY23 SOR III Grant Funding. This will allow Behavioral Healthcare Services to provide <br />opioid misuse prevention, treatment, and recovery services to address the opioid and <br />stimulant misuse and overdose crisis. <br /> <br /> Behavioral Healthcare Services will also provide services to address Stimulant Use <br />Disorders by offering proven evidence-based outpatient treatment through a variety of <br />treatment options. <br /> <br /> Those treatment options include but are not limited to peer recovery services, case <br />management services, and individual/group therapy. <br /> <br />Financial Impact: <br /> <br /> <br /> No additional local funding is required. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action <br />: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Woodard, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING STATE OPIOID RESPONSE GRANT FUNDING IN THE <br />AMOUNT OF $294,852 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL <br />HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT <br />IN THE FY 2023 BEHAVIORAL HEALTHCARE SERVICE FUND FOR SUBSTANCE <br />USE SERVICES AND TREATMENT.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 372 - Adoption of an ordinance accepting STEP-VA funding in the amount of <br />$227,308 from the Virginia Department of Behavioral Health and Developmental <br />Services and appropriating said amount in the FY 2023 Behavioral Healthcare <br />Service Fund for mental health services. <br /> <br />Background: <br /> <br /> The STEP-VA services are to reform the public mental health system by improving <br />access, quality, consistency, and accountability in public mental health services across <br />the Commonwealth of Virginia. <br /> <br /> STEP-VA is a code-mandated long-term initiative that requires all Community <br />Services Boards/Behavioral Health Authorities to implement nine essential services <br />which include case management, care coordination, and psychiatric rehabilitation. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded $227,308 to the Portsmouth Department of Behavioral Healthcare Services for <br />STEP-VA. <br /> <br /> Required services under STEP-VA are case management, care coordination, and <br />psychiatric rehabilitation services. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br /> <br /> <br /> <br />
