December 13, 2022 <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard <br />Nays: Glover <br /> <br />22 - 370 - Adoption of an ordinance accepting Assertive Community Treatment <br />Program funding in the amount of $750,000 from the Virginia Department of <br />Behavioral Health and Developmental Services and appropriating said amount in <br />the FY 2023 Behavioral Healthcare Service Fund to provide comprehensive mental <br />health and substance use services. <br /> <br />Background: <br /> <br /> The Assertive Community Treatment (ACT) Program Services Grant is established <br />to provide comprehensive mental health and substance use services to individuals <br />diagnosed with a severe mental illness, substance use, or co-occurring disorders. <br /> <br /> Many of the individuals in the ACT program have high rates of recidivism in local <br />and state hospitals as well as correctional facilities. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded the Portsmouth Department of Behavioral Healthcare Services $750,000 in <br />assertive Community Treatment (ACT) Program Services Grant funding. <br /> <br /> Staffing for the Assertive Community Treatment (ACT) Program Services Grant <br />will consist of a Part-time Psychiatrist, Nurse, Administrative Coordinator, Case Manager, <br />and Workforce Vocational Specialist. This grant funding is through March 14, 2024. <br /> <br />Financial Impact: <br /> <br /> <br /> No additional local funding is required. <br /> <br />Recommended Action <br />: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action <br />: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Barnes, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING ASSERTIVE COMMUNITY TREATMENT PROGRAM <br />FUNDING IN THE AMOUNT OF $750,000 FROM THE VIRGINIA DEPARTMENT OF <br />BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2023 BEHAVIORAL HEALTHCARE SERVICE FUND TO <br />PROVIDE COMPREHENSIVE MENTAL HEALTH AND SUBSTANCE USE <br />SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 371 - Adoption of an ordinance accepting State Opioid Response Grant funding <br />in the amount of $294,852 from the Virginia Department of Behavioral Health and <br />Developmental Services and appropriating said amount in the FY 2023 Behavioral <br />Healthcare Service Fund for substance use services and treatment. <br /> <br />Background: <br /> <br /> The State Opioid Response (SOR III) Grant Funding is to support additional <br />services provided by the Portsmouth Department of Behavioral Healthcare Services for <br />Substance Use Prevention and Treatment. <br /> <br /> The Portsmouth Department of Behavioral Healthcare Services will provide <br />medication-assisted treatment services, utilizing SOR III, to Portsmouth citizens that do <br />not have medical insurance. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
