December 13, 2022 Motion by Dr. Whitaker, and seconded by Mr. Battle, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING STEP-VA FUNDING IN THE AMOUNT OF $227,308 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2023 BEHAVIORAL HEALTHCARE SERVICE FUND FOR MENTAL HEALTH SERVICES.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 22 - 373 - Adoption of a resolution authorizing the City Manager to execute a Memorandum of Understanding with the Clerk of the Portsmouth Circuit Court for the performance of Audio/Visual upgrades to the courtrooms in the Judicial Complex. Background:  The Clerk of Circuit Court collects fees for providing secure remote access to Portsmouth land records and court records. The fees are categorized as Operational Expense Funding.  The Judicial Complex at 1345 Court Street is owned by the City.  The Clerk of Circuit Court has requested permission from the City to use approximately $150,000 in Operational Expense Funding for the performance of Audio/Visual upgrades to the courtrooms in the Judicial Complex. Discussion:  The Audio/Visual upgrades will improve presentation capabilities in the Judicial Complex courtrooms, benefiting both the administration of justice and the City as the owner of the Complex.  The Resolution will permit the City Manager to execute a short Memorandum of Understanding with the Clerk of the Circuit Court authorizing the repairs to proceed. Financial impact:  There is no cost to the City. Recommended Action:  Adoption of the proposed resolution. Next Steps Following Council Action: The City Manager and Clerk of Circuit Court will prepare and execute an MOU.  The Clerk of Circuit Court will cause the Audio/Visual improvements to be  completed. WHEREAS, the City owns the Portsmouth Judicial Complex located at 1345 Court Street; and WHEREAS, the Clerk of Circuit Court collects fees for providing secure remote access to Portsmouth land records and court records, and has requested permission from the City to use a portion of those fees to perform Audio/Visual upgrades in the Judicial Complex courtrooms; and
