Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE MODIFYING, APPROVING AND AFFIRMING CATEGORIES OF <br />EXPENDITURES FOR AMERICAN RESCUE PLAN ACT FUNDING.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 369 - Adoption of an ordinance authorizing the transfer of $300,000 from the <br />Non-Departmental Salaries category of the FY 2023 General Fund Budget to the <br />Contractual Audit Line Item in the Finance Department Category of the FY 2023 <br />General Fund Budget for the purpose of conducting a forensic audit of ARPA <br />expenditures and the General Fund Budget, and an assessment of Public Utilities <br />billing. <br /> <br />Background: <br /> <br /> Concerns have been expressed regarding the tracking of expenditures of the City’s <br />American Rescue Plan Act funds received in 2021 and the General Fund, as well as the <br />City’s procurement and public utility processes and procedures. <br /> <br /> In response to these concerns, it is proposed to hire an outside auditor to conduct <br />a forensic audit of the City’s ARPA expenditures and the General Fund budget, to include <br />procurement processes and procedures, and perform an assessment of Public Utilities <br />billing. <br /> <br />Discussion: <br /> <br /> The purpose of the ordinance presented for Council consideration is to transfer <br />money within the General Fund Budget to fund the proposed forensic audit. <br /> <br />Financial impact: <br /> <br /> The forensic audit and assessment are anticipated to cost up to $300,000. <br /> <br />Recommended Action: <br /> <br /> Adoption of the proposed ordinance. <br /> <br />Next Steps Following Council Action: <br /> An auditor will be procured and the audit and assessment performed. <br /> <br /> <br />1.
