December 13, 2022 <br /> <br /> <br /> The Southside Regional Hazardous Materials Response Team (SRHMRT) will <br />utilize the 2022 SHSP funds per the instructions received from VDEM regarding specific <br />equipment to be purchased. <br /> <br />Financial Impact: <br /> <br /> The City is not required to provide a cash or in-kind match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Submittal of the Grant Acceptance form by PFRES. <br /> <br /> <br /> Submittal of the Application package signed by the City Manager. <br /> <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> <br /> PFRES will purchase specific equipment per VDEM’s instructions. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING STATE HOMELAND SECURITY PROGRAM FUNDING IN <br />THE AMOUNT OF $41,150 FROM THE VIRGINIA DEPARTMENT OF EMERGENCY <br />MANAGEMENT AND APPROPRIATING SAID AMOUNT IN THE FY 2023 GRANTS <br />FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY <br />SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 368 - Adoption of an ordinance modifying, approving and affirming categories <br />of expenditures for American Rescue Plan Act funding. <br /> <br />Background: <br /> <br /> The City received its first round of American Rescue Plan Act (ARPA) funding in <br />the amount of $28,421,282 from the federal government in 2021. <br /> <br /> By Ordinance 2021-61 adopted on July 27, 2021 City Council appropriated the first <br />round of ARPA funding to the Grants Fund. <br /> <br /> The City received its second round of ARPA funding in the amount of $28,421,282 <br />in 2022. <br /> <br /> By Ordinance 2022-61 adopted on August 9, 2022 City Council appropriated the <br />second round of ARPA funding to the Grants Fund. <br /> <br /> By Ordinance 2022-83 adopted on September 27, 2022 City Council approved <br />categorical expenditures for $22,900,000 of the ARPA funding. <br /> <br /> In addition, in 2021 City Council held several work sessions to discuss the use of <br />ARPA funding and reached consensus on several other categories of expenditures. <br /> <br /> At the November 22, 2022 public work session, staff presented an update on the <br />status of the expenditure of ARPA funding, and suggested some modifications to the <br />categorical expenditures on which Council reached consensus in 2021. <br /> <br />Discussion: <br /> <br /> The ordinance proposed for City Council adoption approves the expenditure of <br />ARPA funding for the categories discussed at the November 22, 2022 public work <br />session. <br /> <br /> The proposed ordinance addresses $32,742,564 of ARPA funding (which, when <br />added to the $22,900,000 approved in September 2022 through Ordinance 2022-83, <br />results in a total of $55,642,564). <br /> <br /> Assuming adoption of the ordinance, the remaining balance of ARPA funding to <br />be approved for categorical expenditure by City Council will be $1,200,000. <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the City’s receipt of ARPA funding. <br /> <br /> <br /> <br /> <br /> <br />
