December 13, 2022 <br /> <br />- City Manager’s Report - <br /> <br />22 - 366 - Adoption of an ordinance accepting $35,837 of Community Development <br />Block Grant program income and $20,730 of HOME Investment Partnerships <br />program income and appropriating said amounts in the FY 2023 Community <br />Planning and Development Program Fund. <br /> <br />Background: <br /> <br /> There is the need to add to the appropriation for the FY 2023 Community Planning <br />and Development Program the amount of $35,837 in Community Development Block <br />Grant program income generated by the sale of land and the amount of $20,730 in Home <br />Investment Partnerships program income generated by the repayment of down payment <br />and closing cost loans. <br /> <br />Discussion: <br /> <br /> The program income funds will be included in the FY 2023 Annual Action Plan. <br /> <br /> The additional program income needs to be appropriated by City Council. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. HOME funds require a match of not less than 25% of <br />HOME funds drawn. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The funds are approved and available upon authorization of the appropriation. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, asked for additional information regarding how <br />funds are distributed and spent. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $35,837 OF COMMUNITY DEVELOPMENT BLOCK <br />GRANT PROGRAM INCOME AND $20,730 OF HOME INVESTMENT PARTNERSHIPS <br />PROGRAM INCOME AND APPROPRIATING SAID AMOUNTS IN THE FY 2023 <br />COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 367 - Adoption of an ordinance accepting State Homeland Security Program <br />funding in the amount of $41,150 from the Virginia Department of Emergency <br />Management and appropriating said amount in the FY 2023 Grants Fund for use by <br />the Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) administers the <br />allocation of funding from the U.S. Department of Homeland Security (DHS) Federal <br />Emergency Management Agency (FEMA) to localities for use by Special Ops Hazmat <br />Teams. <br /> <br /> The Homeland Security Grant Program provides funding to create and maintain <br />special operations teams throughout the Commonwealth of Virginia. <br /> <br />Discussion: <br /> <br /> The Southside Regional Hazardous Materials Response Team (SRHMRT) is <br />comprised of resources and personnel from the following four (4) jurisdictions: <br />Portsmouth, Chesapeake, Norfolk, and Virginia Beach. Portsmouth has a long-standing <br />agreement to serve as the lead-agency for SRHMRT. <br /> <br /> <br /> <br /> <br />
