November 22, 2022 <br /> <br /> Approximately $942,000 for contracted building services, custodial supplies, and <br />o <br />instructional supplies. <br /> <br /> Re-appropriation Request of Unspent/Carryforward Funds: Taking into account <br />the City modifications discussed above, PPS is requesting the re-appropriation of <br />unspent/unencumbered funds in the preliminary amount of $2,997,000. PPS is <br />requesting to use these funds in the following areas: <br /> Approximately $2 million to purchase a concealed weapons detection system and <br />o <br />for other security upgrades. <br /> Approximately $1 million to support the replacement of operations vehicles and <br />o <br />heavy equipment that are at the end of their life cycles; <br /> <br /> Therefore the total proposed re-appropriation to the PPS General Fund is <br />$6,611,872.17 and the revised FY 2023 PPS General Fund would be as follows: <br /> <br />FY 2023 PORTSMOUTH PUBLIC SCHOOLS GENERAL FUND <br />Current Change in Appropriation Revised Appropriation <br />Appropriation <br />$181,869,545 $6,611,872.17 $188,481,417.17 <br /> <br />Financial Impact: <br /> <br /> <br /> This is a re-allocation of previously appropriated FY 2022 PPS General Fund <br /> <br />dollars. <br /> <br /> <br /> The FY 2023 PPS General Fund will increase by the amount listed above. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Departments for the City and Schools will complete the necessary <br />budget adjustments. <br /> <br />1. Box 50141, spoke in support of this item. <br /> <br />Motion by Mr. Woodard, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO RE-APPROPRIATE UNEXPENDED FUNDS IN THE AMOUNT OF <br />$6,611,872.17 FROM THE FY 2022 PORTSMOUTH PUBLIC SCHOOLS GENERAL <br />FUND BUDGET TO THE FY 2023 PORTSMOUTH PUBLIC SCHOOLS GENERAL <br />FUND BUDGET.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 348 - Adoption of an ordinance to re-appropriate unexpended funds in the <br />amount of $3,113,381 from the FY 2022 Portsmouth Public Schools Textbook Fund <br />Budget to the FY 2023 Portsmouth Public Schools Textbook Fund Budget. <br /> <br />Background: <br /> <br /> City Council appropriated $3,374,987 to the FY 2022 Textbook Fund Budget for <br />the Portsmouth Public Schools (PPS). <br /> <br /> On September 22, 2022 the Portsmouth School Board adopted a Resolution <br />requesting that City Council appropriate a preliminary amount totaling $3,113,381, of <br />which $7,463 is encumbered but unexpended funds and $3,105,918 is unencumbered <br />funds, from the FY 2022 PPS Textbook Fund Budget to the FY 2023 PPS Textbook Fund <br />Budget. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
