November 22, 2022 Approximately $942,000 for contracted building services, custodial supplies, and o instructional supplies.  Re-appropriation Request of Unspent/Carryforward Funds: Taking into account the City modifications discussed above, PPS is requesting the re-appropriation of unspent/unencumbered funds in the preliminary amount of $2,997,000. PPS is requesting to use these funds in the following areas: Approximately $2 million to purchase a concealed weapons detection system and o for other security upgrades. Approximately $1 million to support the replacement of operations vehicles and o heavy equipment that are at the end of their life cycles;  Therefore the total proposed re-appropriation to the PPS General Fund is $6,611,872.17 and the revised FY 2023 PPS General Fund would be as follows: FY 2023 PORTSMOUTH PUBLIC SCHOOLS GENERAL FUND Current Change in Appropriation Revised Appropriation Appropriation $181,869,545 $6,611,872.17 $188,481,417.17 Financial Impact:  This is a re-allocation of previously appropriated FY 2022 PPS General Fund dollars.  The FY 2023 PPS General Fund will increase by the amount listed above. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Departments for the City and Schools will complete the necessary budget adjustments. 1. Background:  City Council appropriated $3,374,987 to the FY 2022 Textbook Fund Budget for the Portsmouth Public Schools (PPS).  On September 22, 2022 the Portsmouth School Board adopted a Resolution requesting that City Council appropriate a preliminary amount totaling $3,113,381, of which $7,463 is encumbered but unexpended funds and $3,105,918 is unencumbered funds, from the FY 2022 PPS Textbook Fund Budget to the FY 2023 PPS Textbook Fund Budget.
