November 22, 2022 Discussion:  City Council Ordinance 2021-31 states “all unspent appropriations under this ordinance or any ordinance appropriating funds for the FY 2022 Portsmouth Public Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be deemed unspent appropriations that will require re-appropriations by the City Council.”  Re-appropriation Request of Encumbered Funds: PPS is requesting the re- appropriation of the preliminary amount of $7,463 for Art, Early College and First College textbooks.  Re-appropriation Request of Unspent/Carryforward Funds: PPS is requesting the re-appropriation of the preliminary amount of $3,105,918 related to unspent/unencumbered funds as of the end of the fiscal year.  The following table shows the impact of the proposed re-appropriation of the preliminary amount to the FY 2023 PPS Textbook Fund: Current Encumbered Unencumbered Total Revised FY 2023 FY 2022 Re-FY2022 FY 2023 Fund Appropriation appropriation Re-appropriation Appropriation Textbook Fund $1,690,664 $7,463 $3,105,918 $4,804,045 Financial Impact:  This is a re-allocation of previously appropriated FY 2022 PPS Textbook Fund money.  The FY 2023 PPS Textbook Fund will increase by the amount shown above. Staff Recommends:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Departments for the City and Schools will complete the necessary budget adjustments. Motion by Mr. Barnes, and seconded by Mr. Battle, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO RE-APPROPRIATE UNEXPENDED FUNDS IN THE AMOUNT OF $3,113,381 FROM THE FY 2022 PORTSMOUTH PUBLIC SCHOOLS TEXTBOOK FUND BUDGET TO THE FY 2023 PORTSMOUTH PUBLIC SCHOOLS TEXTBOOK FUND BUDGET.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 22 - 349 - Adoption of an ordinance to re-appropriate unexpended funds in the amount of $4,258,881 from the FY 2022 Portsmouth Public Schools Food Services Fund Budget to the FY 2023 Portsmouth Public Schools Food Services Fund Budget. Background:  City Council appropriated $11,146,369 to the FY 2022 Food Services Fund Budget for the Portsmouth Public Schools (PPS).  On September 22, 2022 the Portsmouth School Board adopted a Resolution requesting that City Council appropriate a preliminary amount totaling $4,258,881, of which $594,143 is encumbered but unexpended funds and $3,664,738 is unencumbered funds, from the FY 2022 PPS Food Services Fund Budget to the FY 2023 PPS Food Services Fund Budget.
