November 22, 2022 <br /> <br />“ORDINANCE ACCEPTING BULLETPROOF VESTS PROGRAM FUNDING IN THE <br />AMOUNT OF $59,405 FROM THE U.S. DEPARTMENT OF JUSTICE AND <br />APPROPRIATING SAID FUNDS IN THE FY 2023 GRANTS FUND BUDGET FOR THE <br />PURCHASE OF BULLETPROOF VESTS.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 343 - Adoption of an ordinance accepting Hazardous Materials Emergency <br />Response Pass-Through funds in the amount of $30,000 from the Virginia <br />Department of Emergency Management and appropriating said amount in the FY <br />2023 Grants Fund for use by the Portsmouth Department of Fire, Rescue and <br />Emergency Services in its capacity as the lead agency for the Southside Regional <br />Hazardous Materials Emergency Response Team. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management\\VDEM has allocated the City <br />of Portsmouth $30,000 for emergency responses provided by the Southside Regional <br />Hazardous Materials Emergency Response Team\\SRHMR. <br /> <br /> <br /> The funds received enable Portsmouth (which is the lead City for the Southside <br />Regional Hazardous Materials Team) to maintain a superior level of readiness with <br />respect to response, equipment, training, and technical expertise in dealing with <br />hazardous materials as required by the Commonwealth of Virginia Department of <br />Emergency Management\\ VDEM. <br /> <br />Discussion: <br /> <br /> This program funding is instrumental in protecting the environment and the health, <br />safety, and welfare of the people of the Commonwealth of Virginia from the dangers and <br />potential dangers of accidents and incidents involving hazardous materials by allowing <br />the SRHMR team to provide an effective emergency response. <br /> <br />Financial Impact: <br /> <br /> The City is not required to provide a cash or in-kind match for the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> To proceed with the necessary purchase of equipment, supplies, training, and <br />technical expertise for the Southside Regional Hazardous Materials Emergency <br /> <br />Response Team personnel in accordance with the agreement with VDEM. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING HAZARDOUS MATERIALS EMERGENCY RESPONSE <br />PASS-THROUGH FUNDS IN THE AMOUNT OF $30,000 FROM THE VIRGINIA <br />DEPARTMENT OF EMERGENCY MANAGEMENT AND APPORPRIATING SAID <br />AMOUNT IN THE FY 2023 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />FIRE, RESCUE AND EMERGENCY SERVICES IN ITS CAPACITY AS THE LEAD <br />AGENCY FOR THE SOUTHSIDE REGIONAL HAZARDOUS MATERIALS <br />EMERGENCY RESPONSE TEAM.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
