November 22, 2022 Laptop computers to enable Investigations Bureau detectives to gain access to o critical information databases at crime scenes, and a maintenance warranty for the Department’s crime scene laser scanner.  Furthermore, the funds will be used to support the various Drug Court Treatment programs such as drug testing, education, office supplies, drug treatment and program support within the Circuit Court. Financial Impact:  The grant award amount provides funding for the Portsmouth Police Department.  No local match is required. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustments. In addition, the Chief of Police or his designee will provide grant management and oversight. Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING AN EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT IN THE AMOUNT OF $111,232 FROM THE U.S. DEPARTMENT OF JUSTICE AND APPROPRIATING SAID FUNDS IN THE FY 2023 GRANTS FUND FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 22 - 342 - Adoption of an ordinance accepting Bulletproof Vests Program funding in the amount of $59,405 from the Department of Justice – Bureau of Justice Assistance and appropriating said amount in the FY 2023 Grants Fund for the purchase of bulletproof vests for Police Department and Sheriff’s Office personnel. Background:  The Portsmouth Police Department has received grant funding in the amount of $59,405 from the Department of Justice (DOJ) – Bureau of Justice Assistance (BJA) for the purchase of bulletproof vests for Portsmouth Police Department ($50,000) and Sherriff’s Office ($9,405) personnel. Discussion: The grant funds will reimburse 50% of the cost expended for the purchase of  bulletproof vests. The portion of the cost not ultimately covered by grant funds will be paid from the Police General Fund budget supply-uniform line item ($50,000) and the Sheriff General Fund budget ($9,405). Financial Impact:  The grant funding requires a dollar for dollar local match. The matching funds are already appropriated in the PPD and Sheriff FY2023 General Fund Budgets.
