November 22, 2022 <br /> <br /> Laptop computers to enable Investigations Bureau detectives to gain access to <br />o <br />critical information databases at crime scenes, and a maintenance warranty for the <br />Department’s crime scene laser scanner. <br /> <br /> Furthermore, the funds will be used to support the various Drug Court Treatment <br />programs such as drug testing, education, office supplies, drug treatment and program <br />support within the Circuit Court. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount provides funding for the Portsmouth Police Department. <br /> <br /> No local match is required. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustments. In addition, <br />the Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN EDWARD BYRNE MEMORIAL JUSTICE <br />ASSISTANCE GRANT IN THE AMOUNT OF $111,232 FROM THE U.S. DEPARTMENT <br />OF JUSTICE AND APPROPRIATING SAID FUNDS IN THE FY 2023 GRANTS FUND <br />FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 342 - Adoption of an ordinance accepting Bulletproof Vests Program funding <br />in the amount of $59,405 from the Department of Justice – Bureau of Justice <br />Assistance and appropriating said amount in the FY 2023 Grants Fund for the <br />purchase of bulletproof vests for Police Department and Sheriff’s Office personnel. <br /> <br />Background: <br /> <br /> <br /> The Portsmouth Police Department has received grant funding in the amount of <br />$59,405 from the Department of Justice (DOJ) – Bureau of Justice Assistance (BJA) for <br />the purchase of bulletproof vests for Portsmouth Police Department ($50,000) and <br />Sherriff’s Office ($9,405) personnel. <br /> <br />Discussion: <br />The grant funds will reimburse 50% of the cost expended for the purchase of <br /> <br /> <br />bulletproof vests. The portion of the cost not ultimately covered by grant funds will be paid <br />from the Police General Fund budget supply-uniform line item ($50,000) and the Sheriff <br />General Fund budget ($9,405). <br /> <br /> <br />Financial Impact: <br /> <br /> <br /> <br /> The grant funding requires a dollar for dollar local match. The matching funds are <br />already appropriated in the PPD and Sheriff FY2023 General Fund Budgets. <br /> <br />Recommended Action: <br /> <br /> Adoption of an Ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment.
