November 22, 2022 <br /> <br />22 - 344 - Adoption of an ordinance accepting an Emergency Management Program <br />Grant in the amount of $57,992 administered by the Virginia Department of <br />Emergency Management and appropriating said amount in the FY 2023 Grants <br />Fund for use by the Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) awards localities <br />Emergency Management Performance Grant (“EMPG”) funding received from the U.S. <br />Department of Homeland Security (DHS) Federal Emergency Management Agency <br />(FEMA). <br /> <br /> The program funding is used to improve emergency and disaster preparation, <br />response and recovery. <br /> <br />Discussion: <br /> <br /> The Portsmouth Department of Fire, Rescue and Emergency Services was <br />awarded a total of $57,992 under the EMPG. <br /> <br /> The program funds allow for the purchase of necessary equipment, supplies and <br />training in support of the Emergency Operations Center (EOC) during emergencies or <br />disasters. <br /> <br /> This funding source is essential in accomplishing the mission of protecting the City <br />and the residents of Portsmouth from natural and man-made disasters. <br /> <br /> The grant requires a match of $57,992, which will be satisfied through previously <br />budgeted funds for the salary of the Deputy Emergency Coordinator. <br /> <br />Financial impact: <br /> <br /> There is a dollar for dollar local match requirement. The match requirement is <br />already budgeted as part of Fire, Rescue and Emergency Services’ FY 2023 budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Execution of the Grant Agreement by the City Manager <br /> <br /> The Finance Department will assign the budget code and make the necessary <br /> <br />budgetary adjustments. <br /> <br />Motion by Mr. Woodard, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN EMERGENCY MANAGEMENT PROGRAM GRANT IN <br />THE AMOUNT OF $57,992 ADMINISTERED BY THE VIRGINIA DEPARTMENT OF <br />EMERGENCY MANAGEMENT AND APPROPRIATING SAID AMOUNT IN THE FY <br />2023 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 345 - Adoption of an ordinance accepting the return of unexpended funding <br />from the FY 2022 PPS General Fund Budget in the amount of $4,641,523 and <br />appropriating $2,041,523 of said funds to the FY 2023 City General Fund Budget <br />and transferring them to the School Projects category of the FY 2023 City Capital <br />Improvement Fund Budget. <br /> <br />Background: <br /> <br /> Portsmouth Public Schools identified $4,417,417 in funding that was appropriated <br />to the FY 2022 PPS General Fund budget but not expended prior to July 1, 2022 as <br />available for school capital improvement projects. <br /> <br /> The City identified an additional $224,106 in funding that was appropriated to the <br />FY 2022 PPS General Fund budget but not expended prior to July 1, 2022 as available <br />for school capital improvement projects. <br /> <br /> <br /> <br /> <br />
