November 22, 2022 <br /> <br /> <br /> In October, the City received an additional disbursement of Settlement Funds in <br />the amount of $82,778.38, which was accepted and appropriated through City Council <br />ordinance 2022-93 adopted on October 25, 2022. <br /> <br /> The City has since received an additional disbursement of Settlement Funds in the <br />amount of $315,332.05. <br /> <br /> It is necessary for City Council to accept and appropriate this additional <br />disbursement. <br /> <br /> The Settlement MOU requires the City to use the Settlement Funds for “Approved <br />Abatement Purposes”, which it defines as: “efforts to treat, prevent, or reduce opioid use <br />disorder or the misuse of opioids or to otherwise abate or remediate the opioid <br />epidemic…”. Specific examples of Approved Abatement Purposes are described in <br />Section (C)(4)(a) through (j) of the Settlement MOU. <br /> <br /> The proposed ordinance appropriates the $315,332.05 allocation of Settlement <br />Funds to the Department of Behavioral Healthcare Services for use for Approved <br />Abatement Purposes. <br /> <br />Financial impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> BHS will expend the Settlement Funds for Approved Abatement Purposes. <br /> <br />Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING SETTLEMENT FUNDS IN THE AMOUNT OF $315,332.05 <br />FROM THE NATIONAL OPIOIDS SETTLEMENT FUND TRUST AND <br />APPROPRIATING SAID AMOUNT IN THE FY 2023 BEHAVIORAL HEALTHCARE <br />SERVICE FUND FOR USE BY BHS FOR APPROVED ABATEMENT PURPOSES AS <br />DEFINED BY THE VIRGINIA OPIOID FUND AND SETTLEMENT ALLOCATION MOU.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 341 - Adoption of an ordinance accepting an Edward Byrne Memorial Justice <br />Assistance Grant in the amount of $111,232 from the U.S. Department of Justice <br />and appropriating said funds in the FY 2023 Grants Fund for use by the Portsmouth <br />Police Department. <br /> <br />Background: <br /> <br /> The Portsmouth Police Department (PPD) has been awarded grant funding in the <br />amount of $111,232 from the Department of Justice – Bureau of Justice Assistance to <br />provide funds for officer safety, specialized equipment, and technology, as well as <br />continued funding to support the Adult Drug Treatment Court Program. <br /> <br /> Estimated revenues and expenditures in the FY 2023 Grants Fund are increased <br />by $111,232. <br /> <br />Discussion: <br /> <br /> PPD will use JAG funds for equipment, supplies and technology to improve the <br />Department’s ability to respond to public safety incidents. Purchases are anticipated to <br />include: <br /> Officer safety equipment - safer helmets and weapon mounts for our traffic <br />o <br />motorcycle unit, ballistic shields making them available department wide, and muzzle <br />suppressors for the SWAT team. <br /> Replacement of old rifle scopes reaching expected age limit. <br />o <br /> Purchase of a breacher training door. <br />o <br /> <br /> <br /> <br /> <br /> <br /> <br />
