September 27, 2022 <br /> <br />Motion by Mr. Moody, and seconded by Mr. Barnes, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING HAZARDOUS MATERIALS EMERGENCY RESPONSE <br />TEAM COST RECOVERY FUNDING IN THE AMOUNT OF $1,153.14 FROM THE <br />VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING <br />SAID SUM IN THE FY 2023 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />FIRE, RESCUE AND EMERGENCY SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 290 - Adoption of an ordinance accepting a grant in the amount of $31,607 <br />from the National Highway Traffic Safety Administration through the Virginia <br />Highway Safety Office and appropriating said amount in the FY 2023 Grants Fund <br />for use by the Police Department to reduce driving under the influence. <br /> <br />Background: <br /> <br /> The Portsmouth Police Department has been awarded grant funding in the amount <br />of $31,607 from the US Department of Transportation (DOT) National Highway Traffic <br />Safety Administration (NHTSA) through the Virginia Highway Safety Office (VHSO). <br /> <br /> Estimated revenue in the FY 2023 Grants Fund is increased by $31,607. <br /> <br />Discussion: <br /> <br /> The PPD will utilize a multi-faceted approach to improve traffic safety in the city. It <br />is certain that alcohol is one of the major factors contributing to personal injuries resulting <br />from vehicular crashes. Through these increased enforcement and educational efforts, <br />we intend to significantly reduce Driving Under the Influence (DUI) and to reduce crashes <br />that have the potential of death and serious injuries. <br /> <br /> The funds received will enable Portsmouth Police Department to provide overtime <br />payments for checkpoints and problem area saturation patrols, and to purchase <br />associated equipment. <br /> <br />Financial Impact: <br /> <br /> <br /> An in-kind local match of $15,804 is required as a condition of the funding, which <br />match will be satisfied using previously budgeted funding in the FY 2023 General Fund <br />budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment.
