September 27, 2022 <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the City’s receipt of ARPA funding. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> City staff will implement the selected initiatives. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the lack of <br /> funding for infrastructure. <br /> <br /> <br /> Mayor Glover asked that City Manager Chapman provide an update on consent orders <br />for dams and what they mean in terms of the City’s responsibilities and liabilities. <br /> <br /> <br /> Councilman Moody asked that information on infrastructure improvements be <br />provided along with cost associated with those improvements. <br /> <br />Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROVING CATEGORIES OF EXPENDITURES FOR AMERICAN <br />RESCUE PLAN ACT FUNDING.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 289 - Adoption of an ordinance accepting Hazardous Materials Emergency <br />Response Team Cost Recovery funding in the amount of $1,153.14 from the <br />Virginia Department of Emergency Management and appropriating said sum in the <br />FY 2023 Grants Fund for use by the Department of Fire, Rescue and Emergency <br />Services. <br /> <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) has reimbursed the <br />City of Portsmouth in the amount of $1,153.14 for HAZMAT Response Cost Recovery <br />calls as the Southside Regional HAZMAT Team Leader. <br /> <br /> The funds received enable Portsmouth, as the lead City for the Southside Regional <br />Hazardous Materials Team, to maintain a superior level of readiness with regard to <br />equipment, training, and technical expertise in dealing with hazardous materials as <br />required by VDEM. <br /> <br />Discussion: <br /> <br /> This type of funding helps to ensure the response capabilities of the Southside <br />Regional Hazardous Materials Emergency Response Team. <br /> <br />Financial Impact: <br /> <br /> This is a reimbursement fund. No local match is required as a condition of the <br />funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code and credit the account <br /> <br />accordingly. <br /> <br /> <br /> <br /> <br /> <br /> <br />
