September 27, 2022 <br /> <br />Background: <br /> <br /> The Portsmouth Police Department has been awarded grant funding in the amount <br />of $25,285 from the US Department of Transportation (DOT) National Highway Traffic <br />Safety Administration (NHTSA) through the Virginia Highway Safety Office (VHSO). <br /> <br /> Estimated revenue in the FY 2023 Grants Fund will be increased by $25,285. <br /> <br />Discussion: <br /> <br /> The PPD will utilize a multi-faceted approach to improve traffic safety in the city. It <br />is certain that speed and unrestrained occupants are among the major factors contributing <br />to personal injuries resulting from vehicular crashes. Through these increased <br />enforcement and educational efforts, we intend to significantly reduce speeding and <br />unrestrained occupants and to reduce crashes that have the potential of death and <br />serious injuries. <br /> <br /> The funds received will enable Portsmouth Police Department to provide overtime <br />payments for conducting checkpoints and problem area saturation patrols, and to <br />purchase associated equipment. <br /> <br />Financial Impact: <br /> <br /> <br /> An in-kind local match of $12,643 is required as a condition of the funding, which <br />match will be satisfied using previously budgeted funding in the FY 2023 General Fund <br />budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $25,285 FROM THE <br />NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION THROUGH THE <br />VIRGINIA HIGHWAY SAFETY OFFICE AND APPROPRIATING SAID FUNDS IN THE <br />FY 2023 GRANTS FUND FOR USE BY THE POLICE DEPARTMENT FOR TRAFFIC <br />SAFETY INITIATIVES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 292 - Adoption of an ordinance accepting planning grant funding in the amount <br />of $41,746 from the U.S. Department of Housing and Urban Development through <br />the Portsmouth Homeless Area Consortium Continuum of Care and appropriating <br />said amount to the FY 2023 Grants Fund for use by the Department of Social <br />Services. <br /> <br />Background: <br /> <br /> A Continuum of Care (CoC) is a regional or local planning body that coordinates <br />housing and services funding for homeless families and individuals. <br /> <br /> The Continuum of Care (CoC) Program is designed to promote communitywide <br />commitment to the goal of ending homelessness; provide funding for efforts by nonprofit <br />providers, and State and local governments to quickly rehouse homeless individuals and <br />families while minimizing the trauma and dislocation caused to homeless individuals, <br />families, and communities by homelessness; promote access to and effective utilization <br />of mainstream programs by homeless individuals and families; and optimize self- <br />sufficiency among individuals and families experiencing homelessness. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
