September 27, 2022 <br /> <br />22 - 287 - Adoption of an ordinance accepting with appreciation a bequest in the <br />amount of $176,000 from the Estate of Madhavi K. Chari and appropriating said <br />funds to the FY 2023 General Fund for use by the Police Department and the <br />Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> In her will, the late Madhavi K. Chari provided that the Portsmouth Police <br />Department and Department of Fire, Rescue and Emergency Services would each <br />receive 10% of her residual estate. <br /> <br /> The Executrix of the Chari Estate is making a distribution of $176,000, of which <br />$88,000 is being provided to PPD and $88,000 is being provided to PFRES. <br /> <br /> Additional distributions may be made in the future after all estate debts and <br />liabilities are settled, but any additional distributions are anticipated to be much smaller. <br /> <br />Discussion: <br /> <br /> The City either has received, or will soon receive, two checks from the Estate of <br />Madhavi K. Chari, each in the amount of $88,000. <br /> <br /> Under the terms of the bequests, the funds are to be utilized to supplement (and <br />not supplant) funding in each Department’s current budget. <br /> <br />Financial Impact: <br /> <br /> The funding available to both PPD and the Portsmouth Fire Department would <br /> <br />increase by $88,000. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />1. CHARI AND APPROPRIATING SAID <br />FUNDS TO THE FY 2023 GENERAL FUND BUDGET FOR USE BY THE POLICE <br />DEPARTMENT AND THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY <br />SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 288 - Adoption of an ordinance approving categories of expenditures for a <br />portion of the American Rescue Plan Act funding appropriated by City Council on <br />August 9, 2022. <br /> <br />Background: <br /> <br /> The City received its second round of American Rescue Plan Act (ARPA) funding <br />in the amount of $28,421,282 from the federal government. <br /> <br /> By Ordinance 2022-61 adopted on August 9, 2022, City Council appropriated the <br />ARPA funding to the Grants Fund. <br /> <br /> On September 14, 2022, City Council held a special meeting to discussed <br />proposed uses of the ARPA funding and reached on a consensus on a number of <br />initiatives to be funded utilizing approximately 85% of the ARPA funding. <br /> <br />Discussion: <br /> <br /> The ordinance proposed for City Council adoption memorializes Council’s <br />consensus. <br /> <br /> <br /> <br /> <br /> <br />
