August 9, 2022 <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> Expenditure of grant funding and reimbursement by 9-1-1 services board. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Woodard, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A REIMBURSEMENT GRANT IN THE AMOUNT OF <br />$23,067.40 FROM THE VIRGINIA 9-1-1 SERVICES BOARD VIA THE VIRGINIA <br />DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2023 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />INFORMATION TECHNOLOGY TO SUPPORT THE TRANSITION TO ESI-NET 9-1-1 <br />SERVICE.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 243 - Adoption of a resolution agreeing to a Master Lease Agreement with the <br />Southside Network Authority to occupy Portsmouth’s rights-of-way. <br /> <br />Background: <br /> <br /> The Southside Network Authority (“SNA”) is a regional broadband authority <br />consisting of the five southside cities (Portsmouth, Norfolk, Suffolk, Chesapeake, and <br />Virginia Beach). <br /> <br /> By Resolution R-19-35 adopted on November 12, 2019, City Council approved the <br />creation of the SNA. <br /> <br /> By Resolution R-22-01 adopted on January 11, 2022, City Council authorized the <br />execution of a Project Participation Agreement with the other members of the SNA for the <br />financing and construction of a 119-mile regional fiber connectivity ring (the “Regional <br />Ring”). <br /> <br /> The SNA will start construction of the portion of the Regional Ring located within <br />the City of Portsmouth shortly; the Regional Ring’s route will go through each of the cities’ <br />rights-of way. <br /> <br /> Each city is preparing an agreement to allow the SNA the right to occupy its rights- <br />of-way. <br /> <br />Discussion: <br /> <br /> The attached agreement will allow the SNA to occupy Portsmouth’s rights-of-way <br />to complete the Regional Ring. This agreement is beneficial to Portsmouth, as the City is <br />a member of the SNA and anticipates utilizing the SNA ring as the vehicle for “lighting up” <br />its own fiber ring. <br /> <br /> Each member city of the SNA will be executing a similar agreement for its own <br />jurisdiction. <br /> <br />Financial Impact: <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will execute the Agreement. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Barnes, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
