August 9, 2022 <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 241 - Adoption of an ordinance accepting a grant in the amount of $173,763 <br />from the Office of the Executive Secretary of the Supreme Court of Virginia and <br />appropriating said amount in the FY 2023 Grants Fund for use by the Third Judicial <br />Circuit Court for the Portsmouth Adult Drug Treatment Court Program. <br /> <br />Background: <br /> <br /> The Portsmouth Adult Drug Treatment Court was established to serve as an <br />intensive treatment program for the purpose of treating nonviolent felony offenders who <br />are dependent upon drugs and/or alcohol. <br /> <br />Discussion: <br /> <br /> <br /> This program was first implemented in 2000. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no City cash match required. <br /> <br />Recommended Action: <br /> <br /> Adoption of the proposed ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The responsibility for overseeing the Portsmouth Adult Drug Treatment Court will <br />rest with the Third Judicial Circuit Court of the City of Portsmouth. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $173,763 FROM THE <br />OFFICE OF THE EXECUTIVE SECRETARY OF THE SUPREME COURT OF VIRGINIA <br />AND APPROPRIATING SAID AMOUNT IN THE FY 2023 GRANTS FUND FOR USE <br />BY THE THIRD JUDICIAL CIRCUIT COURT FOR THE PORTSMOUTH ADULT DRUG <br />TREATMENT COURT PROGRAM.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 242 - Adoption of an ordinance accepting a reimbursement grant in the amount <br />of $23,067.40 from the Virginia Department of Emergency Management via the <br />Virginia 9-1-1 Services Board and appropriating said amount in the FY 2023 Grants <br />Fund for use by the Department of Information Technology to support the transition <br />to ESInet 9-1-1 service. <br /> <br />Background: <br /> <br /> Through the Virginia Department of Emergency Management\\VDEM, the <br />Commonwealth of Virginia 9-1-1 Services Board awarded funding for migration to the E- <br />911 ESInet infrastructure platform. <br /> <br /> This funding enables localities to establish the infrastructure required for migration <br />away from legacy 9-1-1 infrastructure. <br /> <br /> <br /> The ESInet 9-1-1 platform will significantly improve the 9-1-1 system. <br /> <br />Discussion: <br /> <br /> The funds will be used for the replacement of technology in support of the <br />upcoming transition to ESInet. <br /> <br /> This funding is through reimbursement, which first must be expensed to State 9-1- <br />1 Services Board. <br /> <br />Financial impact: <br /> <br /> This grant does not require a local match or in-kind services. <br /> <br /> <br /> <br /> <br /> <br />
