July 26, 2022 <br /> <br />“ORDINANCE ACCEPTING A VIRGINIA HOMELESS SOLUTIONS PROGRAM <br />GRANT IN THE AMOUNT OF $5,374 FROM THE DEPARTMENT OF HOUSING AND <br />COMMUNITY DEVELOPMENT AND APPROPRIATING SAID SUM IN THE FY 2023 <br />GRANTS FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES FOR <br />PORTSMOUTH CONTINUUM OF CARE PLANNING ACTIVITIES.” <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 225 - Adoption of an ordinance accepting Substance Use Disorder State and <br />Local Recovery Workforce Initiative Funding in the amount of $37,500 from the <br />Virginia Department of Behavioral Health and Developmental Services and <br />appropriating said amount in the FY 2023 BHS Fund for the purpose of providing <br />hiring, retention incentives, and training for BHS staff. <br /> <br />Background: <br /> <br /> Substance Use Disorder State and Local Recovery Workforce Initiative funding is <br />used by the Department of Behavioral Healthcare Services to increase staff retention, <br />provide hiring incentives, and fund the professional development of staff. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded one-time funding of $37,500 in FY23 Substance Use Disorder State and Local <br />Recovery Workforce Initiative funds to the Department of Behavioral Healthcare Services. <br /> <br /> This will assist Behavioral Healthcare Services to offer opportunities for the <br />professional development of Behavioral Healthcare Services staff. <br /> <br /> Behavioral Healthcare Services will also use the funding for retention strategies to <br />maintain the current workforce and offer hiring incentives. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no local match required as a condition of receiving the funds except as <br />may be provided in the Community Services Performance Contract with the <br />Commonwealth approved by City Council Resolution R-21-22 adopted on August 10, <br />2021. Any required local match has previously been appropriated as part of the FY 2023 <br />Behavioral Healthcare Service Fund Budget. <br /> <br />Recommended Action <br /> : <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action <br />: <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />1.
