July 26, 2022 <br /> <br />22 - 226 - Adoption of an ordinance accepting Mental Health Block Grant Workforce <br />Initiative funding in the amount of $21,250 from the Virginia Department of <br />Behavioral Health and Developmental Services and appropriating said amount in <br />the FY 2023 BHS Fund for the purpose of providing hiring, retention incentives, <br />and training for BHS staff. <br /> <br /> <br />Background: <br /> <br /> Mental Health Block Grant Workforce Initiative funding is used by the Department <br />of Behavioral Healthcare Services to increase staff retention, provide hiring incentives, <br />and fund the professional development of staff. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded one-time funding of $21,250 in FY 2023 Mental Health Block Grant Workforce <br />Initiative funds to the Department of Behavioral Healthcare Services. <br /> <br /> This will assist Behavioral Healthcare Services to offer opportunities for the <br />professional development of Behavioral Healthcare Services staff. <br /> <br /> Behavioral Healthcare Services will also use the funding for retention strategies to <br />maintain the current workforce and to offer hiring incentives. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no local match required as a condition of receiving the funds except as <br />may be provided in the Community Services Performance Contract with the <br />Commonwealth approved by City Council Resolution R-21-22 adopted on August 10, <br />2021. Any required local match has previously been appropriated as part of the FY 2023 <br />Behavioral Healthcare Service Fund Budget. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, asked that the budget book be amended to <br /> include a division for hiring, retention incentives, and training. <br /> <br />2.
