July 26, 2022 <br /> <br />At a Regular Meeting of the City Council on Tuesday, July 26, 2022, there were <br />present: <br /> <br />Mayor Shannon E. Glover, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M. <br />Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City Manager Tonya D. Chapman, <br />City Attorney Lavonda Graham-Williams. <br /> <br /> Mayor Glover asked for a moment of silence which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the minutes of a <br />Called Meeting of July 12, 2022, and of a Regular Meeting of July 12, 2022, and was <br />adopted by the following vote: <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />22 - 224 - Adoption of an ordinance accepting a Virginia Homeless Solutions <br />Program grant in the amount of $5,374 from the Department of Housing and <br />Community Development and appropriating said sum in the FY 2023 Grants Fund <br />for use by the Department of Social Services for Portsmouth Continuum of Care <br />planning activities. <br /> <br />Background: <br /> <br /> A Continuum of Care (CoC) is a regional or local planning body that coordinates <br />housing and services funding for homeless families and individuals. <br /> <br /> The Continuum of Care (CoC) Program is designed to: promote communitywide <br />commitment to the goal of ending homelessness; provide funding for efforts by nonprofit <br />providers and State and local governments to quickly rehouse homeless individuals and <br />families while minimizing the trauma and dislocation caused to homeless individuals, <br />families, and communities by homelessness; promote access to and cause utilization of <br />mainstream programs by homeless individuals and families; and optimize self-sufficiency <br />among individuals and families experiencing homelessness. <br /> <br />Discussion: <br /> <br /> VHCD increased the grant funds to Portsmouth Social Services using de-obligated <br />funds from one of the other CoC agencies. <br /> <br /> CoC Planning projects require a local match of 25 percent of the total grant <br />request. <br /> <br />Financial Impact: <br /> <br /> The 25% local match has been previously appropriated in the FY 2023 Department <br /> <br />of Social Services budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />2.
