July 26, 2022 At a Regular Meeting of the City Council on Tuesday, July 26, 2022, there were present: Mayor Shannon E. Glover, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City Manager Tonya D. Chapman, City Attorney Lavonda Graham-Williams. Mayor Glover asked for a moment of silence which was followed by the Pledge of Allegiance to the Flag. Mayor Glover called the meeting to order and welcomed all in attendance. Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the minutes of a Called Meeting of July 12, 2022, and of a Regular Meeting of July 12, 2022, and was adopted by the following vote: Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None - City Manager’s Report - 22 - 224 - Adoption of an ordinance accepting a Virginia Homeless Solutions Program grant in the amount of $5,374 from the Department of Housing and Community Development and appropriating said sum in the FY 2023 Grants Fund for use by the Department of Social Services for Portsmouth Continuum of Care planning activities. Background:  A Continuum of Care (CoC) is a regional or local planning body that coordinates housing and services funding for homeless families and individuals.  The Continuum of Care (CoC) Program is designed to: promote communitywide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and cause utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness. Discussion:  VHCD increased the grant funds to Portsmouth Social Services using de-obligated funds from one of the other CoC agencies.  CoC Planning projects require a local match of 25 percent of the total grant request. Financial Impact:  The 25% local match has been previously appropriated in the FY 2023 Department of Social Services budget. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  Finance will make the appropriate budget adjustments. 1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. 2.
