July 12, 2022 <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A PUBLIC SAFETY ANSWERING POINT GRANT IN THE <br />AMOUNT OF $3,000 FROM THE VIRGINIA 9-1-1 SERVICES BOARD AND <br />APPROPRIATING SAID SUM IN THE FY 2023 GRANTS FUND FOR EMERGENCY <br />COMMUNICATIONS UNIT TRAINING.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 212 - Adoption of an ordinance accepting Four-for-Life funding in the amount <br />of $78,791.44 from the Department of Health, Office of Emergency Medical Services <br />and appropriating said amount in the FY 2023 Grants Fund for use by the <br />Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Health, Office of Emergency Medical Services <br />administers the Four-For-Life Program. Funding for this program is obtained through a <br />surcharge of four dollars at the time of registration of passenger vehicles, pickups and <br />panel trucks. <br /> <br /> The Department of Health is required to return 26% of the registration fees <br />collected to localities. Localities can only utilize the funds for emergency medical <br />services. <br /> <br />Discussion: <br /> <br /> The City of Portsmouth must complete and submit an Annual Report of <br />Expenditures <br />to the Virginia Department of Health, Office of Emergency Medical Services in June 2023. <br /> <br /> Funds will be used to purchase necessary EMS equipment and supplies to <br />sustain and improve direct provision of patient care or to enhance the training and <br />education of PFRES EMS personnel. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match and\\or In-Kind services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> The City will proceed with the procurement of EMS equipment, supplies and <br />training for PFRES EMS personnel. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FOUR-FOR-LIFE FUNDING IN THE AMOUNT OF <br />$78,791.44 FROM THE VIRGINIA DEPARTMENT OF HEALTH, OFFICE OF <br />EMERGENCY MEDICAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2023 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
