July 12, 2022 <br /> <br />Discussion: <br /> <br /> HUD awarded $569,041 to the Portsmouth Department of Behavioral Healthcare <br />Services. These funds will be utilized to provide rental assistance and support services. <br /> <br /> The Shelter Plus Care program provides case management, supportive groups, <br />and financial management while encouraging stability, employment, and independence <br />for individuals and families diagnosed with mental health, substance use, or <br />developmental disability. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A SHELTER PLUS CARE GRANT IN THE AMOUNT OF <br />$569,041 FROM THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT <br />AND APPROPRIATING SAID FUNDS IN THE FY 2023 GRANTS FUND FOR USE BY <br />THE DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES TO PROVIDE <br />SUPPORTIVE SERVICES TO CHRONICALLY HOMELESS AND AT RISK <br />PORTSMOUTH RESIDENTS.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 211 - Adoption of an ordinance accepting a Public Safety Answering Point grant <br />in the amount of $3,000 from the Virginia 9-1-1 Services Board and appropriating <br />said sum in the FY 2023 Grants Fund for emergency communications unit training. <br /> <br />Background: <br /> <br /> Through the Virginia Department of Emergency Management\\VDEM, the <br />Commonwealth of Virginia 9-1-1 Services Board awards grant funds to send PSAP and\\or <br />GIS personnel to state professional organization conferences for education and training. <br /> <br /> This allows for educational training specific to 9-1-1 Dispatch personnel and allows <br />opportunities to foster and enhance consistent knowledge and awareness of 9-1-1 public <br />safety communications standards, issues, procedures, practices, technologies, and other <br />relevant matters. <br /> <br /> The overall goal is the development of critical skill sets needed to maintain a high <br /> <br />degree of professionalism, knowledge, and growth for each 9-1-1 Dispatcher. <br /> <br />Discussion: <br /> <br /> The funds will be used for conferences that Portsmouth personnel will be <br />attending. <br /> <br /> PFRES E911 Dispatch Center personnel will seek reimbursement and submit all <br />required reports in accordance with the PSAP Grant guidelines to the Virginia 9-1-1 <br />Services Board. <br /> <br />Financial impact: <br /> <br /> This program does not require a local match or in-kind services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> PFRES E911 Dispatch Center personnel will attend training conferences. <br /> <br /> <br /> <br /> <br />
