June 28, 2022 <br /> <br />Background: <br /> <br /> Portsmouth is fortunate to have many active and caring individuals and groups in <br />the community who make donations to the City. <br /> <br /> The vast majority of these donations are for Social Services programs that benefit <br />community members in need. <br /> <br /> Most of the donations range in amount from $100 to $2,000. <br /> <br />Discussion: <br /> <br /> Under the current system, each separate donation must go before Council for <br />approval of an ordinance accepting and appropriating the donation. <br /> <br /> The ordinance proposed for City Council consideration would amend the City Code <br />to authorize the City Manager to accept and expend donations of $10,000 or less without <br />additional City Council action. <br /> <br /> This will improve efficiency by allowing the donations to be accepted and expended <br />immediately. <br /> <br /> The proposed City Code provision provides that the donations must be used for <br />the purpose intended by the donor and that donations of more than $10,000 must still be <br />individually accepted and appropriated by City Council ordinance. <br /> <br /> The provision is modeled on a similar provision in the Norfolk City Code. <br /> <br />Financial Impact: <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager and Finance Department will proceed in accordance with the <br /> <br />Code amendment. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, suggested that City Council express <br /> collective gratitude to organizations and individuals that donate to the city. <br /> <br />3. JoAnn Clarke, 4717 Thornwood Street, asked that City Council defer this item. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Barnes, to defer Item 22-197 <br />to the July 12, 2022, City council meeting, and was denied by the following vote: <br /> <br />Ayes: Barnes, Lucas-Burke, Glover <br />Nays: Battle, Moody, Whitaker, Woodard <br /> <br />Motion by Mr. Moody, and seconded by Mr. Battle, to deny item 22-197, and was <br />adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 198 - Adoption of a resolution authorizing the grant of an underground utility <br />easement to Virginia Electric and Power Company having an approximate width of <br />15 feet across a portion of 105 Utah Street (Tax Parcel 0338-0290). <br /> <br />Background: <br /> <br /> The City owns property at 105 Utah Street. <br /> <br /> Dominion (Virginia Electric and Power Company) has requested a small 15’ <br />easement running along the boundary of the property. <br /> <br /> The easement is needed to provide service to adjacent properties and also can <br />benefit the City’s property. <br /> <br /> <br /> <br /> <br /> <br /> <br />
