June 28, 2022 22 - 196 - Adoption of an ordinance accepting federal grant funding in the amount of $460,000 and appropriating said amount into the FY 2022 Portsmouth Public Schools Grants Fund Budget. Background:  City Council appropriated $19,969,529 to the FY 2022 Grants Fund for the Portsmouth Public Schools (PPS) by Ordinance 2021-31 adopted on May 11, 2021.  At the request of PPS, by Ordinance 2021-90 adopted on September 28, 2021 City Council re-appropriated funding in the amount of $1,520,456 that was unexpended prior to July 1, 2021 from the FY 2021 PPS Grants Fund to the FY 2022 PPS Grants Fund.  At the request of PPS, by Ordinance 2022-22 adopted on March 22, 2022 City Council re-appropriated funding in the amount of $11,981,491 that was unexpended prior to July 1, 2021 from the FY 2021 PPS Grants Fund Budget to the FY 2022 PPS Grants Fund Budget.  At the request of PPS, by Ordinance 2022-30 adopted on April 12, 2022, City Council appropriated new grant funding received by PPS during FY 2022 in the amount of $71,846,799 to the FY 2022 PPS Grants Fund Budget.  On May 5, 2022, the Portsmouth School Board adopted a Resolution requesting that City Council appropriate an additional $460,000 in federal grant funding to the FY 2022 PPS Grants Fund Budget. Discussion:  The Portsmouth Public Schools have received an additional $460,000 in federal grant funding that needs to be appropriated to the FY 2022 PPS Grants Fund Budget.  The following table shows the impact of the proposed appropriation to the FY 2022 PPS Grants Fund: Current Revised FY 2021 New FY 2021 Appropriation Appropriation Appropriation Total Grants Fund $105,318,275 $460,000 $105,778,275 Financial Impact:  The FY 2022 PPS Grants Fund appropriation will increase by $460,000. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Departments for the City and Schools will complete the necessary budget adjustments. Motion by Dr. Whitaker, and seconded by Mr. Barnes, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING FEDERAL GRANT FUNDING IN THE AMOUNT OF $460,000 AND APPROPRATING SAID AMOUNT INTO THE FY 2022 PORTSMOUTH PUBLIC SCHOOLS GRANTS FUND BUDGET.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 22 - 197 - Adoption of an ordinance to amend Article I of Chapter 12 of the Code of the City of Portsmouth, Virginia (2006), as amended, by adding a new Section 12- 19 titled “Authority of City Manager to accept and expend certain gifts to City” for the purpose of allowing the acceptance and expenditure of donations under $10,000 without additional City Council action.
