June 28, 2022 <br /> <br />Discussion: <br /> <br /> City staff has reviewed the location of the proposed easement and determined that <br />it will not have a negative impact on any City facilities. <br /> <br />Financial Impact: <br /> <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will execute and deliver the requested easement. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE GRANT OF AN UNDERGROUND UTILITY <br />EASEMENT TO VIRGINIA ELECTRIC AND POWER COMPANY HAVING AN <br />APPROXIMATE WIDTH OF 15 FEET ACROSS A PORTION OF 105 UTAH STREET <br />(TAX PARCEL 0338-0290). <br /> <br /> WHEREAS, <br />Virginia Electric and Power Company has requested that the City <br />grant an easement having an approximate width of 15 feet across a portion of City-owned <br />property having an address of 105 Utah Street (Tax Parcel 0338-0290); and <br /> <br />WHEREAS, <br /> the purpose of the easement is to address capacity to serve <br />properties in the area, which can benefit the City’s property; and <br /> <br />WHEREAS, <br /> City staff has reviewed the location of the requested easement and <br />determined that it will not have a negative impact on City facilities; and <br /> <br />WHEREAS, <br /> the location of the requested easement is shown on Exhibit A; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby approves and authorizes the grant of the requested easement to <br />Virginia Electric and Power Company and that the City Manager is hereby authorized to <br />execute such documents or instruments as may be necessary or desirable in furtherance <br /> <br />of the intent of this Resolution.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 199 - Boards and Commissions <br /> <br />Vice Mayor Barnes offered the following nominations: <br /> <br />Southside Network Authority’s Project Committee <br />Mimi Terry, Interim City Manager, to be appointed as City Representative. <br /> <br />Motion by Mr. Barnes, and seconded by Mr. Moody, to close nominations and the <br />above nominations were adopted by the following vote: <br /> <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 200 - Items Submitted by Council Members <br /> <br /> Motion by Dr. Whitaker, and seconded by Mr. Barnes, to add an item to the agenda <br />to extend the start date for City Manager appointee Tonya Chapman to June 30, 2022, <br />and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br />
