June 28, 2022 <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Whitaker, Woodard <br />Nays: Moody, Glover <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Barnes, to extend the start date for <br />City Manager appointee Tonya Chapman to June 30, 2022, and was adopted by the <br />following vote: <br /> <br />Ayes: Barnes, Battle, Whitaker, Woodard <br />Nays: Lucas-Burke, Moody, Glover <br /> <br /> Motion by Dr. Whitaker, and seconded by Mr. Woodard, to add an item to the <br />agenda pertaining to the acceptance of title to the Lincoln Memorial Cemetery, and was <br />adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to accept the <br />resolution for City Council to accept title to Lincoln Memorial Cemetery, and was adopted <br />by the following vote: <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke on the possibility of obtaining grant <br /> funding to restore the cemetery. <br /> <br />3. Rhoda Young, 121 Price Street, spoke in support of this item. <br /> <br />4. Armando Gomez, 6010 California Circle, offered an alternative perspective on <br /> comments made by a previous citizen. <br /> <br />5. Robin Parham, 201 Kings Lane, spoke in support of this item. <br /> <br />6. Melissa Williams, 395 Carver Circle, spoke in support of this item. <br /> <br />7. William Britt, 5109 Moonlit Avenue, spoke in support of this item but voiced his concern <br /> with what he believes is racial divisiveness. <br /> <br />8. Pamela Anstead, 1919 Atlanta Avenue, spoke in support of this item. <br /> <br />“RESOLUTION TO ACCEPT TITLE TO LINCOLN MEMORIAL CEMETERY. <br /> <br /> WHEREAS, <br />the owner of Lincoln Memorial Cemetery has offered to gift the <br />property to the City, including all future grave rights; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED <br />by the Council of the City of Portsmouth, <br />Virginia that it hereby authorizes the City Manager to accept title to Lincoln Memorial <br />Cemetery located at 3901 Deep Creek Boulevard (Tax Parcels 0467-0010 and 0011) and <br /> <br />to execute all documents necessary to effectuate the conveyance.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> Ms. Lucas-Burke provided a historical account of 409 McLean Street. <br /> <br /> <br /> Mr. Moody informed citizens and City Council of the Cradock Patriotic Salute, 10 a.m., <br /> <br />July 4, 2022. <br /> <br /> Mayor Glover informed citizens and City Council of the Juneteenth Festival and the <br /> <br />presenting of a proclamation to R&B group Black Street. <br /> <br /> <br /> <br /> <br /> <br /> <br />
