We <br />propose to have a sign constructed per the Parks & Recreation standard, which will state <br />the rules and also have the new name of the park. Estimated cost of signage is between <br />$2000 and $3000. The signage is potentially eligible for CDBG funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Begin the process for procuring new signage in conjunction with renovations for <br />the park. <br /> <br />Motion by Mr. Barnes, and seconded by Mr. Woodard, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO ESTABLISH THE NAME OF THE NEIGHBORHOOD PARK AT 2715 <br />BAGLEY STREET THE “WILSON WARD/GOSPORT MEDITATION GARDEN”.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 154 - Adoption of an ordinance to amend Division 1 of Article III of Chapter 7 <br />of the Code of the City of Portsmouth, Virginia (Building Code; Generally) by <br />deleting subsection 7-103(d), and to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia by deleting the corresponding fee, for the purpose of <br />eliminating the commercial reinspection requirement. <br /> <br /> <br />Background: <br /> <br /> In accordance with City Council’s desire to improve permitting efficiency for <br />citizens, the City Manager has directed staff to continuously review the permitting process <br />to determine how it can be streamlined. <br /> <br /> Section 7-103(d) of the City Code currently requires that a full reinspection, <br />including plumbing, mechanical, electrical, and building, be performed before a <br />commercial structure that has been vacant for 90 or more days can be re-occupied. <br /> <br /> These comprehensive inspections often identify minor issues for correction that do <br />not have a material impact on safety but cause significant delays in opening new <br />businesses. <br /> <br /> This commercial reinspection process has resulted in significant frustration for, and <br />complaints from, citizens. <br /> <br /> Staff surveyed nine other localities in the area; none of them has this type of <br />. <br />commercial reinspection requirement <br /> <br />Discussion: <br /> <br /> The proposed Code amendment will eliminate the existing commercial <br />reinspection requirement. <br /> <br />Financial Impact: <br /> <br /> <br /> None. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the Ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City will modify its permitting process in accordance with the Code <br />amendment. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
