May 24, 2022 Financial Impact:  Currently, there is no sign at this park indicating park rules/regulations. We propose to have a sign constructed per the Parks & Recreation standard, which will state the rules and also have the new name of the park. Estimated cost of signage is between $2000 and $3000. The signage is potentially eligible for CDBG funding. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  Begin the process for procuring new signage in conjunction with renovations for the park. Motion by Mr. Barnes, and seconded by Mr. Woodard, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO ESTABLISH THE NAME OF THE NEIGHBORHOOD PARK AT 2715 BAGLEY STREET THE “WILSON WARD/GOSPORT MEDITATION GARDEN”.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 22 - 154 - Adoption of an ordinance to amend Division 1 of Article III of Chapter 7 of the Code of the City of Portsmouth, Virginia (Building Code; Generally) by deleting subsection 7-103(d), and to amend Appendix A of the Code of the City of Portsmouth, Virginia by deleting the corresponding fee, for the purpose of eliminating the commercial reinspection requirement. Background:  In accordance with City Council’s desire to improve permitting efficiency for citizens, the City Manager has directed staff to continuously review the permitting process to determine how it can be streamlined.  Section 7-103(d) of the City Code currently requires that a full reinspection, including plumbing, mechanical, electrical, and building, be performed before a commercial structure that has been vacant for 90 or more days can be re-occupied.  These comprehensive inspections often identify minor issues for correction that do not have a material impact on safety but cause significant delays in opening new businesses.  This commercial reinspection process has resulted in significant frustration for, and complaints from, citizens.  Staff surveyed nine other localities in the area; none of them has this type of . commercial reinspection requirement Discussion:  The proposed Code amendment will eliminate the existing commercial reinspection requirement. Financial Impact:  None. Staff Recommends:  Adoption of the Ordinance. Next Steps Following Council Action:  The City will modify its permitting process in accordance with the Code amendment.
