May 24, 2022 <br /> <br />Background: <br /> <br /> The ARPA Federal Mental Health Block Grant Funds are allocated to assist with <br />diversity, equity, and inclusion of services for children and adults. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded $29,000 of one-time funding to the Portsmouth Department of Behavioral <br />Healthcare Services. These funds will be utilized for community engagement and support. <br /> <br /> Additionally, these funds may be used for training, consultation, and COVID- <br />related equipment for staff. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding except as may be provided <br />in the Community Services Performance Contract with the Commonwealth approved by <br />City Council resolution R-21-22 adopted on August 10, 2021. Any required local match <br />has previously been appropriated as part of the FY 2022 Behavioral Healthcare Services <br />Fund Budget. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Woodard, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING ARPA MENTAL HEALTH BLOCK GRANT FUNDING IN <br />THE AMOUNT OF $29,000 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL <br />HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT <br />IN THE FY 2022 BHS FUND FOR PLANNING, TRAINING, AND STAFF <br />DEVELOPMENT.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 – 153 - Adoption of an ordinance to name a neighborhood park at 2715 Bagley <br />Street the “Wilson Ward/Gosport Meditation Garden”. <br /> <br />Background: <br /> <br /> The City has received an application request from the Wilson Ward/Gosport Civic <br />League to name a small neighborhood park that is currently unnamed. The park is <br />located in the Wilson Ward/Gosport area at 2715 Bagley Street. The City and the civic <br />league have worked in partnership over the past six years to develop and add amenities <br />to the City-owned parcel. It was formally dedicated as a park at a June 5, 2021 dedication <br />ceremony. <br /> <br />Discussion: <br /> <br /> According to Parks & Recreation policy, the park naming request was verified by <br />City staff and then brought forth to the Parks and Recreation Commission. During the <br />Commission meeting on March 23, 2022, the commission allowed for public input on the <br />naming request. All Commission members that were in attendance also had the <br />opportunity to make a statement for, against or neutral; and a brief discussion took place <br />before voting on the agenda item. The Commission voted unanimously in favor of naming <br />the parcel at 2715 Bagley Street the Wilson Ward/Gosport Meditation Garden based on <br />the Civic League’s long history of positive contributions to the City of Portsmouth. The <br />renaming application request and accompanying documentation is included for City <br />Council review. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
