May 24, 2022 Background:  The ARPA Federal Mental Health Block Grant Funds are allocated to assist with diversity, equity, and inclusion of services for children and adults. Discussion:  The Virginia Department of Behavioral Health and Developmental Services awarded $29,000 of one-time funding to the Portsmouth Department of Behavioral Healthcare Services. These funds will be utilized for community engagement and support.  Additionally, these funds may be used for training, consultation, and COVID- related equipment for staff. Financial Impact:  No local match is required as a condition of the funding except as may be provided in the Community Services Performance Contract with the Commonwealth approved by City Council resolution R-21-22 adopted on August 10, 2021. Any required local match has previously been appropriated as part of the FY 2022 Behavioral Healthcare Services Fund Budget. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustment. Motion by Ms. Lucas-Burke, and seconded by Mr. Woodard, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING ARPA MENTAL HEALTH BLOCK GRANT FUNDING IN THE AMOUNT OF $29,000 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2022 BHS FUND FOR PLANNING, TRAINING, AND STAFF DEVELOPMENT.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 22 – 153 - Adoption of an ordinance to name a neighborhood park at 2715 Bagley Street the “Wilson Ward/Gosport Meditation Garden”. Background:  The City has received an application request from the Wilson Ward/Gosport Civic League to name a small neighborhood park that is currently unnamed. The park is located in the Wilson Ward/Gosport area at 2715 Bagley Street. The City and the civic league have worked in partnership over the past six years to develop and add amenities to the City-owned parcel. It was formally dedicated as a park at a June 5, 2021 dedication ceremony. Discussion:  According to Parks & Recreation policy, the park naming request was verified by City staff and then brought forth to the Parks and Recreation Commission. During the Commission meeting on March 23, 2022, the commission allowed for public input on the naming request. All Commission members that were in attendance also had the opportunity to make a statement for, against or neutral; and a brief discussion took place before voting on the agenda item. The Commission voted unanimously in favor of naming the parcel at 2715 Bagley Street the Wilson Ward/Gosport Meditation Garden based on the Civic League’s long history of positive contributions to the City of Portsmouth. The renaming application request and accompanying documentation is included for City Council review.
