May 24, 2022 <br /> <br />“ORDINANCE TO AMEND DIVISION 1 OF ARTICLE III OF CHAPTER 7 OF THE CODE <br />OF THE CITY OF PORTSMOUTH, VIRGINIA (BUILDING CODE; GENERALLY) BY <br />DELETING SUBSECTION 7-103(D), AND TO AMEND APPENDIX A OF THE CODE <br />OF THE CITY OF PORTSMOUTH, VIRGINIA BY DELETING THE CORRESPONDING <br />FEE, FOR THE PURPOSE OF ELIMINATING THE COMMERCIAL REINSPECTION <br />REQUIREMENT.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 155 - Adoption of an ordinance accepting $24,000 of Community Development <br />Block Grant program income and $29,895 of HOME Investment Partnerships <br />program income and appropriating said amounts in the FY 2022 Community <br />Planning and Development Program Fund Budget. <br /> <br /> <br />Background: <br /> <br /> There is the need to add the following to the appropriation for the Community <br />Planning and Development Program for FY 22: (1) $24,000 of program income generated <br />by the sale of land; (2) $21,195 of program income generated by the repayment of a <br />Home Care loan; and (3) $8,700 of program income generated by the repayment of a <br />HOME down payment and closing cost loan. <br /> <br />Discussion: <br /> <br /> The program income funds will be included in the FY 22 Annual Action Plan. <br /> <br /> The additional program income needs to be appropriated by City Council. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. HOME funds require a match of not less than 25% of <br />HOME funds drawn. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The funds are approved and available upon authorization of the appropriation. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $24,000 OF COMMUNITY DEVELOPMENT BLOCK <br />GRANT PROGRAM INCOME AND $29,895 OF HOME INVESTMENT PARTNERSHIPS <br />PROGRAM INCOME AND APPROPRIATING SAID AMOUNTS IN THE FY 2022 <br />COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND BUDGET.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 156 - Adoption of an ordinance authorizing the City to participate in Firearm <br />Buyback Programs and destroy surrendered firearms. <br /> <br /> <br />Background: <br /> <br /> Section 15.2-915.5 of the Code of Virginia permits localities to adopt ordinances <br />authorizing participation in firearm buyback programs. <br /> <br /> Under these programs, individuals turn in firearms with no questions asked and in <br />exchange receive a gift card or other payment. <br /> <br /> The firearms are then destroyed by the police department. <br /> <br /> The goal is to make localities safer by reducing the number of firearms available <br />for criminal use. <br /> <br /> Both Norfolk and Virginia Beach have recently participated in firearm buyback <br />programs. <br /> <br /> <br /> <br /> <br />
