<br />At a Regular Meeting of the City Council on Tuesday, May 24, 2022, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa
<br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City
<br />Manager Angel L. Jones, Interim City Attorney Simone S. Boothe.
<br />
<br /> Dr. Wilbur Kelsey provided invocation which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the minutes of a
<br />Called Meeting of May 10, 2022, and of a Regular Meeting of May 10, 2022, and was
<br />adopted by the following vote:
<br />
<br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover
<br />Nays: None
<br />
<br /> Councilwoman Lucas-Burke welcomed the Delta Sigma Theta Sorority to Delta Day.
<br />
<br />
<br />- Public Hearing -
<br />
<br />22 - 151 - Public hearing on a use permit application:
<br />
<br />WEST CRADOCK
<br />UP-22-06 - Resolution granting the request of Kawaljeet
<br />Singh for a Use Permit for a retail sales establishment at 3923 Deep
<br />Creek Boulevard on the 2516 Greenwood Drive parcel located in the
<br />Urban Residential (UR) zoning district. The Future Land Use Map of
<br />the Build One Portsmouth Comprehensive Plan designates this
<br />property for Institutional/Public development. The property is owned
<br />by Singh & Munjwani LLC & Kumar Hiren. Planning Commission
<br />recommends denial.
<br />
<br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to defer item UP-22-06
<br />to the July 26, 2022, City Council meeting, and was denied by the following vote:
<br />
<br />Ayes: Barnes, Battle, Whitaker, Woodard
<br />Nays: Lucas-Burke, Moody, Glover
<br />
<br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked that Council give the applicant a
<br /> chance to speak to the community to rectify any issues they may have with this project.
<br />
<br />2. Donna Sayegh, 3104 Garland Drive, asked that Council give the applicant a chance
<br /> to speak to the community to rectify any issues they may have with this project.
<br />
<br />Motion by Mr. Barnes, and seconded by Dr. Whitaker, to deny Item UP-22-06, and
<br />was adopted by the following vote:
<br />
<br />Ayes: Barnes, Battle, Whitaker, Woodard
<br />Nays: Lucas-Burke, Moody, Glover

<br />- City Manager’s Report -
<br />
<br />22 - 152 - Adoption of an ordinance accepting ARPA Mental Health Block Grant
<br />funding in the amount of $29,000 from the Virginia Department of Behavioral Health
<br />and Developmental Services and appropriating said amount in the FY 2022 BHS
<br />Fund for planning, training, and staff development.
