<br />Background:
<br />
<br /> City Council appropriated $19,969,529 to the FY 2022 Grants Fund for the
<br />Portsmouth Public Schools (PPS) by Ordinance 2021-31 adopted on May 11, 2021.
<br />
<br /> At the request of PPS, by Ordinance 2021-90 adopted on September 28, 2021 City
<br />Council re-appropriated funding in the amount of $1,520,456 that was unexpended prior
<br />to July 1, 2021 from the FY 2021 PPS Grants Fund to the FY 2022 PPS Grants Fund.
<br />
<br /> At the request of PPS, by Ordinance 2022-22 adopted on March 22, 2022 City
<br />Council re-appropriated funding in the amount of $11,981,491 that was unexpended prior
<br />to July 1, 2021 from the FY 2021 PPS Grants Fund Budget to the FY 2022 PPS Grants
<br />Fund Budget.
<br />
<br /> On March 24, 2022, the Portsmouth School Board adopted a Resolution
<br />requesting that City Council appropriate new grant funding received by PPS during FY
<br />2022 in the amount of $71,846,799 to the FY 2022 PPS Grants Fund Budget.
<br />
<br /> The grant funding received by PPS during FY 2022 is primarily related to the
<br />COVID response: principally, ESSER II (Emergency Relief) funding, ESSER III (ARPA)
<br />funding, and CSLFRF Ventilation Improvement funding.

<br /> City Council appropriated $10,696,369 to the FY 2022 Food Services Fund for the
<br />Portsmouth Public Schools (PPS) by Ordinance 2021-31 adopted on May 11, 2021.
<br />
<br /> On March 24, 2022, the Portsmouth School Board adopted a Resolution
<br />requesting that City Council appropriate the estimated value of free agricultural products
<br />for use in the preparation of school lunches received under the USDA Donated
<br />Commodity Program during FY 2022.
<br />
<br /> The estimated value of the products received is $450,000.
